Afghan women and girls face unique vulnerabilities as gender inequality is interwoven with conflict dynamics and humanitarian needs. Women’s fundamental rights have been continually threatened since the Taliban takeover and the limited gains made over the past twenty years are now at risk of being erased – and at worst regressed. The contest around gender norms remains at the center of the political, peace and security landscape in Afghanistan, putting women and girls at the frontlines of this crisis. Responding to this crisis, the UN Women Afghanistan Country Office is consolidating its programming under the humanitarian-peace-development nexus, anchored in the Country Office Strategic Note (2018-2022), and continues to deliver on its triple mandate across four thematic areas: 1) Women, Peace and Security and Humanitarian Action; 2) Ending Violence Against Women; 3) Women Economic Empowerment; and 4) Women’s Leadership and Participation.

In alignment with the wider UN engagement in Afghanistan, UN Women has expanded its Gender in Humanitarian Action (GiHA) mandate under which it provides both strategic and technical support to the UN System wide humanitarian coordination mechanism, through its presence in the HCT and as the permanent co-lead of the Gender in Humanitarian Action (GiHA WG) where it works closely with the co-chairs IRC to provide technical, advisory and programmatic support to the HCT and the Inter Cluster Coordination Team (ICCT). At the programmatic level, UN Women is rolling out Multi- Purpose Women’s Centers (MPWCs) across the country provinces to meet the needs of IDP women and those at risk. UN Women has sub- offices in 5 provinces which contributes to the overall strategic priorities of the humanitarian mandate.

Under the overall guidance from the Country Representative and Deputy Representative, and direct management of the GiHA Programme Manager, the National GiHA Programme Analyst will undertake the following tasks:

• Support the roll out and implementation of GiHA Programme implemented through partners • Contribute to supporting the organizing of the monthly GiHA Working group meeting under guidance of the Programme Manager. • Support in knowledge management and advocacy for the systematic consideration of gender equality in humanitarian assistance. • Accurate and comprehensive recording of events and discussion. • Reporting and the identification and incorporation of best practices. • The post-holder will be required to participate, where appropriate and under instruction, in the meetings and discussions of the Humanitarian Clusters, to report on the activities and decisions taken in such forums, and to formulate recommendations for UN Women ACO management for substantive engagement by UN Women ACO.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers Programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day). • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. • Provide annual and end of assignment self- reports on UN Volunteer actions, results, and opportunities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. • Assist with the UNV Buddy Programme for newly arrived UN Volunteers. • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Assisting in designing, planning, and implementing projects. • Good writing and editing skills in English, Dari and Pashto required, especially briefs, agendas, minutes, project-management related documents. • Technical experience on gender and humanitarian response is an asset; Experience coordinating and liaising with multi-lateral/bilateral agencies and/or donors is an asset.
