Organizational Setting

The Global Health Security Communications Officer shall operate under the overall management of the FAO Representative in Indonesia, the general supervision of the Emergency Centre for Transboundary Animal Diseases Operations (ECTAD) Programme Team Leader/Chief Technical Advisor in Indonesia, and the direct substantive supervision of the USAID Indonesia GHS Team Lead .

In close consultation and coordination with USAID Indonesia, the Global Health Security (GHS) Communications Specialist will work closely with the FAO ECTAD National Communication Officer, other members of the ECTAD Indonesia communication and technical teams, FAO Representation Communications and Information staff, USAID Global Health Security (GHS) Implementing Partners, Government counterparts and donors to perform a range of duties relating to producing high quality communications materials and meeting the communication objectives of USAID’s Global Health Security program in Indonesia. Materials will be expected in English, Bahasa Indonesia, or both, with minimal editing required.

Reporting Lines

The incumbent reports to the Country Team Leader FAO ECTAD.

Technical Focus

GHSP works with the Government of Indonesia to maintain health resilience across human-animal environment interface, which is a global priority, particularly on zoonoses, Emerging Infectious Diseases (EID) and Antimicrobial Resistance (AMR). GHSP is expected to strengthen Indonesia’s health system and increase its capacity in preventing, detecting, and responding to Zoonoses, especially those with pandemic potential and AMR. GHSP works multi-sectoral with a One Health approach.

Tasks and responsibilities

• In close consultation and collaboration with the GHS implementing partners communication network and relevant government officials, update and maintain a detailed GHS communication strategy, work plan and timeline of innovative and impactful materials to inform policy and decision-makers as well as raise public awareness of: - GHS partners’ (FAO, One Health Workforce, WHO, IFRC, IDDS, and other USAID GHS partners) programs, activities, achievements/impact, challenges, etc; - Issues related to emerging pandemic threat risk reduction and livelihood promotion, and strategies for improved policy decision-making and development; and - Issues related to US-Indonesia Bi-Mission cooperation and collaboration. • Ensure that the GHS communication work plan has a realistic timeline and is in line with the GHS communication strategy. • While the GHS Communication Officer will be housed in FAO space, he/she is expected to proactively interact with and support all USAID implementing partners across the GHS portfolio and implement the GHS communication work plan in collaboration with GHS and government partners, including: - Develop and assist GHS Partners in the development of suitable IEC materials (including social media content) to national culture and language and advise on their methods of production and dissemination; - Proactively share ideas for communication materials, events, etc; - Maintain a calendar of events, particularly communication-related events and/or due dates and harmonise GHS communication activities with GHS partners’ communication strategies and activities; - Based on an understanding of target audience preferences, work with and support technical teams and communication teams across GHS portfolio to develop additional GHS communication materials, activities and events; - Advise on methods for production, dissemination and/or implementation of new GHS communication materials/events. - Coordinate with GHS Partners Communications Officers, USAID Development Outreach and Communications, and GOI communication/public affairs unit on GHS activities/events involving media such as media doorstop, media pull-aside, press conference, media fellowship, etc. - Support any project closeout or startup communications and documentation • Assist in the preparation and updating of GHS briefs, weekly and other updates, success stories, program/project/ thematic and other fact sheets, talking points, presentations, infographics, social media tools, press releases, and public information material for raising the visibility of the program and/or key issues or other IEC materials as necessary; • Undertake field visits to document and develop success stories from GHS activities (particularly activities that are implemented with other GHS partners and engage GOI), gather stakeholder perceptions and activities that are relevant to the high-level audience; • Proactively seek out good beneficiary feature story possibilities for TV, online and print media, based upon the good practices of GHS partners technical cooperation work in-country; • Submit an end of assignment report upon completion of the assignment; and • Perform other duties in order to fulfil visibility and communication and liaison objectives as requested by USAID Indonesia. • Liaise with the Office of Communication (OCC) will be maintained, either directly or through an agreed focal point/coordinator, to ensure compliance with OCC standards, appropriate review and clearance processes.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in social sciences, journalism, communications, public relations, public health or other relevant third level qualification • 5 years of relevant experience in media and in information, education and communications • Working knowledge of English • National of Indonesia

• Strong writing, composition and editing skills in both English and Bahasa Indonesia with minimal editing required. • Proactive approach to improving the visibility of the GHS partners’ programme. • Experience in awareness raising for animal disease control and/or human health projects. • Experience working with Indonesian print, radio, TV, and online companies. • Proficiency in MS Office, particularly Word, Excel, PowerPoint, PageMaker and other desktop publishing, graphics design, simple illustration/animation, and video editing software. • Experience in creating content and maintain social media platforms. • Ability to work with individuals from different cultural and ethnic backgrounds; have good interpersonal and communication skills. • Ability to manage priorities and workload within general schedule of work, instructions and standardized practices. • Proven writing and reporting skills. • Ability to operate under pressure, under minimum supervision, and a strong team player.
