OBJECTIVES OF THE PROGRAMME

The WHO Global Service Centre (GSC) provides administrative services to all staff and all WHOoffices worldwide in respect of human resources, payroll, procurement, accounts payable and support of specific corporate IT applications. The aim of this Centre is to serve as the global platform for the swift and reliable delivery of a comprehensive array of products and services covering all these fields. The Global Human Resources (GHR) team within the GSC focuses on the execution of global HR Operations on a global scale with the aim to provide reliable, efficient, and consistent HR Operations for all WHO and partner entities Staff.

DESCRIPTION OF DUTIES

Under the supervision of the, Unit Head, GHR and working closely with over 10 HR Practitioners , the GSM IMT team in GSC as well as the GSM team in Department of Human Resources and Talent Management (HRT), Headquarters Geneva, the incumbent is considered the Subject Matter Expert (SME) for all activities supporting HR Operations for GHR as well as the Regions and HRT.

The duties to be performed by the incumbent cover, but are not limited to the following:

- Managing and maintaining complete and correct Global HR Foundation data by ensuring timely GSM updates, thereby ensuring data quality in the areas of Operational position planning, remuneration, entitlements, benefits, absences, positions and Organizations structures;

- Providing HR technical and Oracle expertise including GHR business requirements and system's behaviours as well as validation and testing of the solutions developed by IT;

- Defining and validating technical functionalities to perform data analysis and to ensure data integrity;

- Maintaining the GHR transaction monitoring system (Service NOW HRCM);

- Updating and advising the Coordinator GHR on important GSM issues both at the local or global levels for efficient and effective decision-making;

- Maintaining non-staff data e.g. SSAs and Contingent workers;

- Representing the HR community in the GSC on GSM discussions, as well as serving as the GSC SME for GHR on any GSM initiatives following business changes derived from new or revised policies and initiatives;

- Managing a team responsible for efficient and customer-oriented handling of technical queries and Service Requests (SRs);

- Setting and monitoring objectives and priorities for the GHR team;

- Managing the daily work allocation to the operational teams within GHR;

- Providing guidance in developing, implementing, and maintaining guidelines and processes to identify, measure, monitor, mitigate, and report operational risks in GHR;

- Defining requirements for effective implementation and maintenance of operational risk processes and tools;

- Identifying GSM training needs for GHR staff and coordinate training activities in collaboration with the Centre Support Office (CSO) in the GSC;

- Be responsible for reporting on GHR performance metrics and developing assessment tools to help supervisors monitor the performance of their team members;

- Review and revise workflows, checklists and operating procedures in collaboration with the service delivery team leads to ensure that service standards are achieved;

- Develop strategies and procedures within GHR to ensure all electronic copies of incoming HR documents are maintained in the Document Management System (ECM) in a timely and accurate manner and WHO Records Policy requirements are met;

- Manage the communication tools, e.g. centralized GHR mailbox and distribute the information effectively;

- Establish and maintain the GHR KPIs;

- Work on responding the audit queries and take the necessary measures to meet the requirements from audit observations;

- Other duties as required.

REQUIRED QUALIFICATIONS

Education

Essential:

- Advanced level University degree from a recognized university in IT, Human Resources Management or any other position related relevant subject. Desirable:

Experience

Essential:

- A minimum of 7 years of relevant work experience with extensive experience with major ERP functions and business flow in Oracle based ERP, specifically the HR module of Oracle e-Business Suite.

- Experience in leading/participating in ERP implementation for international Organizations in techno-functional role.

- Experience at the international level.

- Experience in the Project Management in a context of multiple stakeholders.

- Supervisory experience. Desirable:

- Experience in various data analysis and using CRM tools is desirable.

Skills

- Extensive technical and functional knowledge of HCM modules of an Oracle based ERP system;

- Proven project management skills;

- Excellent planning and organizational skills;

- Ability to identify and analyse systemic issues, formulate opinions and make conclusions and recommendations to resolve them;

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2903 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
