The GIS/IM consultant will support, as part of the Situation Center, the response inside Ukraine and neighboring countries by providing information management and geospatial support to regional and country team. This includes producing related static and interactive visualization (static maps, infographics, dashboards and/or story maps and other IM/GIS products as required) in close coordination with key internal and external partners

Identify data sources, automate data flows and setup data pipelines from relevant sources

  • Update and maintain databases of all relevant data sources (spatial and non-spatial) pertaining to the current crisis
  • Improve UNICEF’s connections to automatically access external and internal data from across the organization
  • Develop basic scripts to automate pre-defined analytical and map-making processes

Develop online tools for geospatial data collection, mapping and analysis

  • Use ArcGIS Online / Portal or the most fit for purpose visualization tool to develop operational dashboards and/or story maps that combine dynamic hazard information with vulnerability analysis, operational data and progress of the programme response, including user-edited layers, when applicable.
  • Support to the development of visualization tools (i.e. PowerBI, Tableau, others) tailored to specific programme needs.

Produce geospatial and information management products to support emergency response operations and decision-making

  • On-demand maps in support of UNICEF decision making on humanitarian situations, including for example:
  • Data related to the ongoing conflict and any other compounding risks
  • Logistics and humanitarian access information
  • Humanitarian needs and population vulnerability
  • Programme coverage and response progress
  • On-demand IM infographics for any reports, presentations and meetings

Provide support to geospatial focused partnerships with other humanitarian actors

  • Identify sources to meet information needs, and liaise with providers for access
  • Liaise with other UNICEF stakeholders as needed (e.g. EMOPS, ICTD, DAPM)

Provide technical support to staff in the country and regional office, as needed

  • Provide ad-hoc trainings to programme and operational staff on the development and maintenance of geospatial and information management products to support emergency response
  • Provide helpdesk support for both regional and country teams.

To qualify as an advocate for every child you will have…

  • University degree in Geographic Information Systems, Geospatial Science, computer science environmental sciences, geography, epidemiology, or other field relevant to geospatial analysis and information management.
  • At least three years of experience in geospatial data collection, analysis, process automation and visualization • Experience in humanitarian or other emergency-related risk analysis, for both natural and human-caused hazards, is an asset • Proficiency in GIS software (ArcGIS pro, Arc GIS online, QGIS), mobile data collection tools such as Survey 123, KoBo toolbox/ODK, business intelligence software (PowerBI) required • Experience working with web mapping services/APIs is required • Experience automating map production using dynamic map layouts, data driven pages, map series and/or through custom scripting is desired • Experience using Python/ArcPy to automate analysis and data processes is desired • Fluency in English required; proficiency in another UN language desirable

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
