As emergencies become more frequent, the expectations of UNICEF to deliver on the Core Commitments for Children in Humanitarian Action (CCCs) in a timely and effective manner will continue to increase. Emergency preparedness significantly enhances UNICEF’s ability to meet these expectations and save time and resources in the response. In 2018, UNICEF’s Office of Emergency Programmes (EMOPS) created the Risk Analysis and Preparedness Section (RAPS) to strengthen its ability to perform risk analysis and monitoring, both a light and frequent horizon scan and a deeper analysis of specific situations when needed, drawing on external resources and on available data and analyses on children as far as possible and on the analysis generated by colleagues at CO, RO and HQ levels.

EMOPS is seeking a Geospatial Developer Consultant to support UNICEF’s contextual risk analysis and emergency preparedness efforts. The Consultant will build on an existing prototype (Risk Informed Response project for Somalia) and further develop the front end and back end of a comprehensive open source geospatial solution to collect, store, analyse and visualize datasets from diverse sources at global level (including but not limited to mobile data collection tools, external APIs, web mapping and feature services, static files and more). This is a remote / home-based consultancy. The contract starts on 01 March 2022 and ends on 31 August 2022.

How can you make a difference?

1. Task: Technical Project Plan

Deliverables/Outputs: Technical revision/update of existing prototype (Risk Informed Response) project document to define project elements in technical terms, including a sustainability plan

2. Task: Data curation

Deliverables/Outputs: Integrate diverse global layers relevant to risk monitoring and analysis as defined by EMOPS/RAPS

3. Task: Data Analysis Components

Deliverables/Outputs: Additional components to perform integrated data analysis with online editing functionalities, where application and fit for use by non-technical users

4. Task: Data visualization

Deliverables/Outputs: Interactive visual web interface with displays and user controls as defined in the Technical Project Plan

5. Task: Access and Maintenance

Deliverables/Outputs: Components to easily manage permission levels for different users and for long term maintenance

6. Task: User Acceptance Testing (UAT)

Deliverables/Outputs: Design and implement UAT programme, including necessary revisions to system components

7. Task: Technical Documentation

Deliverables/Outputs: Produce detailed documentation sufficient to allow a new developer to easily start work with no additional information

To qualify as an advocate for every child you will have…

  • Minimum Qualifications required: Bachelor:

  • Geoinformatics/Geomatics

  • Geographic Information Systems
  • Computer Science
  • Information Technology
  • Other connected fields

Knowledge/Expertise/Skills required:

  • At least four years of experience working with development and deployment of open-source GIS technology
  • Strong Python skills (experience with libraries such as NumPy and Panda are an asset)
  • HTML/SQL Coding skills
  • Experience integrating RESTful APIs with interfaces
  • Experience with data analytics and data visualization
  • Experience with scripting, shell environments, and version control systems is an asset
  • Knowledge of geospatial data sources for disaster preparedness and response is a plus
  • Spoken and written fluency in English
