BACKGROUND

Purpose of Activity/Assignment:

Under the direct supervision of the Deputy Director, Programmes, and in close collaboration with the Senior Adviser, Global Programmes, and other GenU staff the consultant will develop a thought leadership publication examining the potential application of generative Artificial Intelligence (GenAI) across the learning to earning path. The article will analyse the potential opportunities and challenges related to the expansion of GenAI, with a particular focus on how this emerging technology can be best leveraged to support youth from low and middle income (LMIC) contexts to achieve better learning, earning and life outcomes.

Scope of Work:

  • Undertake an analysis of existing research into the use of GenAI in the learning-to-earning space to develop an overall thesis and outline for the article.
  • Develop a first draft of the article based on the finalised thesis and outline following review and input from supervisor and collaborators.
  • Conduct consultation with a small group of relevant stakeholders to gather feedback on the first draft.
  • Using the feedback gained via the consultation, develop a second draft of the publication for review by the supervisor and collaborators.
  • Finalise the publication in line with the feedback received on the second draft.
  • Advise on stakeholder engagement and communications plans to support the launch of the publication.

Terms of Reference / Key Deliverables:

Develop overall thesis and outline for publication

  • An outline of the publication is developed by 31 December 2023

Develop a first draft of the article based on feedback received on the thesis and outline

  • A first draft of the publication is developed by 15 January 2024

Develop a second draft of the article based on feedback received on the first draft.

  • A second draft of the publication is developed by 25 February 2024

Develop a final version of the article based on feedback received on the first draft.

  • The final version of the publication is developed by 15 March 2024

Qualifications

Education:

  • A PhD degree from a recognized university in any of the following: Economics, Business, Administration, Finance, Entrepreneurship, Innovation, or similar fields.

Work experience:

  • At least 15 years of work experience in the use of technology, to support learning and or skilling.
  • Experience developing innovative and provocative think pieces that can inspire action on emerging concepts

Competencies/Knowledge:

  • Strong understanding of and expertise in identifying how GenAI is likely to impact.
  • Language Proficiency: Fluency in English is required, strong written and verbal competency is necessary
  • Working knowledge of another UN language an asset

Requirements:

Completed profile in UNICEF's e-Recruitment system and

  • Upload copy of academic credentials
  • Financial proposal that will include/ reflect:
    • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
