Under the general guidance of the supervisor, the incumbent is responsible for providing technical support to the implementation, monitoring, and evaluation of all stages of social policy programing and related advocacy from strategic planning and formulation to delivery of concrete and sustainable results. This includes programmes aimed at improving (a) public policies to reduce child poverty; (b) social protection coverage and impact on children; (c) the transparency, adequacy, equity and efficiency of child-focused public investments and financial management; and (d) governance, decentralization and accountability measures to increase public participation and the quality, equity and coverage of social services. This encompasses both direct programme work with government and civil society partners as well as linkages and support to teams working on education, health, child protection, water and sanitation, and HIV.

How can you make a difference?

Summary of key functions/accountabilities:

The major tasks and outputs will include but not be limited to:

1.Data collection, compilation and analysis

  • Provide technical support and mobilize technical for planning, designing and implementing of the ACO data strategy,
  • Support the National Statistics Offices in planning, conducting, quality assurance, reporting and use of MICS, DHS and/ other child relevant surveys.
  • Make technical contributions to and provide technical assistance for inclusion of relevant children indicators in Income and Expenditure Surveys (HIES), Censuses, Labour Force surveys and other surveys.
  • In humanitarian response situations, support data-collection plans to cover key data gaps as required for the initial emergency response, working in close collaboration with the M&E teams.

2. Further data analysis, sharing, reporting and utilization by:

  • Contribute to consultations with government ministries, policy makers, civil society organization, donors, Development partner and other relevant stakeholders to discuss and explore related opportunities, challenges, and priorities affecting children and women to identify issues and thematic areas of further analysis.
  • Conduct thematic analysis of MICS data to show unexplored relationships, subgroups, and subnational variations including small area estimation.
  • Conduct new and innovative data analysis and visualization to show some unexplored trends in data to support dissemination and advocacy on issues affecting women and children in the Pacific.
  • Help develop visual information products (infographics, factsheets, thematic profiles etc) to support programme planning monitoring and decision making
  • Work closely with programme and cross cutting sections to develop maps (GIS), update and enhance common geodatabases and datasets

3. Knowledge management

  • Assist in identification of knowledge assets withing UNICEF and production of outputs.
  • Support collation of existing and emerging organization knowledge on Afghanistan’s children and women, including HW databases, local reports /publications and produces periodical data dashboards for programme implementers.
  • Follow up with partners and programme sections to obtain reports of various studies, survey and evaluation to identify data relevant to the situation monitoring of the wellbeing of children and women.
  • Support managing information/knowledge flow and efficient access to information through design and maintenance of knowledge management portals which facilitate access to data and evidence products.
  • Assist in the identification of external networks of knowledge and knowledge assess relating to the situation of women and children in Afghanistan; map and monitoring information sources through development of knowledge network and close coordination with all programme sections

4. Data and evidence generation capacity building

  • Ensure coordination and accurate data is available to all programmes for use in programme planning, monitoring and evaluation
  • Contribute to strengthen data mining, analysis, research and statistical capacity of UNICEF staff, government statistical offices and officials to effectively manage and implement population-based data collection activities, censuses and other child-related surveys, and towards stronger sectoral administrative data systems in pursuit of data driving results for children.
  • Promote use of data for strengthened equity focused programming and data driven results for children. Similarly, pay attention to data and evidence generation networks to identify innovations and lessons learned that may be relevant.
  • Support identification of critical partners, promoting awareness and building the capacity of partners, and actively facilitating effective collaboration within the UN family.

To qualify as an advocate for every child you will have…

  • University degree in statistics, demography, epidemiology, economics computer science, information management systems, mathematics or related fields.
  • A minimum two years of relevant professional work experience in information and data management.
  • Experience with UN, Government or NGOs, including information management for Cluster or Sector coordination, or researching, monitoring, and evaluation for health programmes strongly preferred.
  • Understands design, processes and outputs of national HMIS including information management needs.
  • Proven expertise in analyzing diverse datasets and presenting or summarizing information in various formats such as tables, charts, dashboards, and graphs.
  • Strong analytic, communication and report writing skills.
  • Experience in UN or UNICEF internal reporting is an asset.
  • Proficiency use of statistical packages such as STATA, SPSS, or CSpro is an asset
  • Experience use of Geographic Information System (GIS) systems and map making packages is an asset.
  • Experience with research methods is an asset.
  • Experience with mobile technologies and at least one modern object-oriented programming language, e.g. Python is an asset.
  • Willingness to extensively travel to provinces in Afghanistan
