This is a Generic Vacancy Announcement (GVA) for the Programme Specialist (NOC) Talent Group.

Talent Groups at UNICEF are exclusive lists of pre-vetted, highly qualified candidates intended to fast-track recruitment processes as positions become available. After a rigorous selection process, successful candidates will be placed in the Programme Specialist (NOC) Talent Group for UNICEF Lebanon for a period of 36 months. While placement in the Talent Group does not guarantee a position, it is an important resource for filling vacancies. Candidates placed into the Talent Group will be reviewed when a relevant position becomes available at and if found suitable, are offered placements through a direct selection process. Positions will be across UNICEF Lebanon’s offices.

For every child, support..

Under the supervision of the Chief of Social Policy, you will lead UNICEF’s work to develop, implement, monitor and document Lebanon’s new national social assistance programme – the Lebanon National Social Grants programme – in collaboration with the ILO. This programme aims at complementing existing anti-poverty programmes in the country by putting in place Lebanon’s first ever national social grants programme to provide integrated social assistance toward households experiencing specific lifecycle vulnerabilities, such as disability. Further, you will be accountable for programme, planning, design, implementation and administration of specific projects within a major programme, in accordance with the Country Programme Recommendation and Country Programme Management Plan, focussed on achievement of UNICEF's Priorities.

To qualify as a champion you will have…

Strong experience in successfully leading and implementing large-scale programmes involving complex multi-stakeholder collaboration.

Be a strong negotiator and project manager delivering accountable and strong programme results.

Education

An advanced university degree in one of the following fields is required: Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or another relevant technical field.

Experience

  • Five years of relevant professional work experience is required.
  • Experience working in a developing country is considered as an asset.
  • Background/familiarity with emergency is considered as an asset.
  • Experience in overseeing large-scale programmes.
  • Experience in leading collaboration and coordination efforts with Government and a wide range of non-state actors.
  • Solid knowledge of social assistance and related system-building
  • Experience in sectors such as education, healthcare, public administration and the private sector are all potentially very relevant

Language Requirements

Fluency in English is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.
