This is a Generic Vacancy Announcement (GVA) for the Planning and Monitoring Officer, NOB Talent Group.

The Planning and Monitoring officer position provides technical support to Country Office Sections and field offices in their efforts to collect, analyse and use data for evidence-based decision making for programme planning and monitoring including Annual development of rolling workplans, regular review of programme document Log frames for results focus, third party monitoring and RNA in the context of risk management and value for money.

Under the supervision of the Planning and monitoring Specialist (P4) and working closely with other Planning and Monitoring team members, the Officer provides professional technical, operational and administrative assistance throughout the planning, monitoring, evaluation process preparing, executing, managing and implementing a variety of technical and administrative tasks.

How can you make a difference?

  1. Provide technical support as necessary to the process of developing and monitoring Annual Work Plans, including reporting on progress of the equity and gender marker as outlined in the Programme Policy and Procedures Guidance.
  2. Provide technical support as necessary in organising and managing annual/mid-year/mid-term/end term country programme reviews ensuring consistency with objectives and goals set out in the CPD and contribute to the Annual Management Plan.
  3. Support the sections the development and/or review of the Work Plans ensuring the logic of the results matrix with relevant indicators selected to support program monitoring.
  4. Supports HAC planning and reporting processes, ensuring relevant inputs and indicators to ensure programmes are adequately reflected in HAC targeting for the improvement of the well-being of children and women.
  5. Support in the development of Partners’ Cooperation Agreements (PCAs) and advice on setting adequate outputs, activities and targets as per the HRRP/HAC/RWP/CPD.
  6. Support the programme components to effectively monitor and report on the intersectoral programme results, cross sectoral programme component results and field office results to facilitate programme coherence and convergence where appropriate.
  7. Ensure programme monitoring tools and systems, including Third Party Monitoring plans, are developed/maintained, and quality data and information are available to support LCO reporting (including for Sitreps, Donors, mid-year and end-year reviews); and contribute to building capacities of UNICEF partner on the use of the respective tools.
  8. Work with respective section to roll out third party verification of projects, including analysis of results and recommendations on risk mitigation measures.
  9. Provide technical support to programme sections to effectively monitor and complete respective reporting in Results Assessment Modules (RAM)

To qualify as a champion you will have…

Education:

  • A university degree in social sciences, development planning, planning, evaluation, survey implementation, statistics, research or any other relevant field.

    Experience:

  • A minimum of 2 years of professional experience in social development analysis and programming at the international and/or in a developing country is required. Relevant experience in program/project monitoring and evaluation in a UN system agency or organization is an asset.

  • Technical knowledge in routine monitoring systems.

    Language:

  • Fluency in English and Arabic is required. Knowledge of the French is an asset.
