UNICEF's Global Shared Services Centre (GSSC) in Budapest, Hungary provides services to UNICEF offices globally in the areas of Finance, Human Resources, Payroll and Information Technology.

In an effort to measurably improve UNICEF’s ability to deliver better results for children, and to also support the Human Resources transformation strategy, UNICEF is embarking on a transformational process in a number of key areas, including streamlined and efficient talent attraction and acquisition, solid talent management and rapid deployment of staff and robust performance and career management.

Job classification is an integral part of UNICEF’s Human Resource Management system, which provides the foundation for creating an equitable wage structure and organizational hierarchy. The job classification process, therefore, impacts on the organization’s ability to recruit, retain and motivate competent staff within a system that promotes fairness and equity.

Purpose for the job

Under the leadership of the Chief HR Administration, the incumbent will advise the adequate levels of accountability for any given position within the organizational structure to facilitate achievement of organizational strategies. He/she will also facilitate balanced allocation of human resources and efficient structuring of organizational units through the ICSC job classification tool and guidance.

The HR Officers will provide functional and technical guidance to global stakeholders in their area of expertise. The HR Officers will also ensure equity, transparency and consistency in the interpretation, determination and administration of UN/UNICEF regulations and rules. The HR Officers will be responsible for the delivery and implementation of training related to job classification, including contributing to development of best practices and business processes as well as performance management of responsible staff under her/his supervision. As the function expands, the role will also be responsible for set up and maintenance of new programs such as Senior Staff Recruitment support and other liaison activities at the GSSC.

Summary of key functions:

Responsible for Job Classifications Globally

  • Support in transition and set up of the Job Classification function from DHR to HR Administration at the GSSC.
  • Establish workflows; reports; SLAs and monitoring mechanisms for the newly established function.
  • Review and Classify UNICEF positions worldwide in accordance with the ICSC Master Standard.
  • Advise clients on their grades and team structure during post budget reviews.
  • Analyze and evaluate existing UNICEF classification policies and recommending solutions for improvement to GSSC management.
  • Conduct learning workshops for regional and country offices on job classification.
  • As requested, conduct job audits for offices to advise on appropriate structures, grades and titles.
  • Help establish and roll-out a worldwide digital system through wish the classification process is conducted.
  • Review and simplify UNICEF’s title framework and list of functional areas.
  • Manage the overall Classification functions on the daily basis.
  • Contribute to and lead on key projects, budget preparation and review process.

Responsible for Policy advice and transactional support

  • Advise management and offices on correct interpretation and application of HR policies and procedures and provide guidance as required.
  • Review and approve transactions and related personnel actions, as relevant
  • Ensure services are delivered to designated client groups within the expected SLAs with accuracy and high-quality standards.

Responsible for the delivery and implementation of additional HR functions related to HR entitlements, benefits and business processes.

  • As the function grows, Senior Staff Recruitment process transactions and other DHR liaison activities are anticipated to be moved to the GSSC. This role will also be responsible for the transition and stabilization of these additional roles as and when they consolidate at the GSSC.
  • Serve as technical resource person and provide administrative guidance to staff and offices for these newly added functions.

Responsible for performance and development of team members

  • As the function grows, the role will also include management of the team and deliver supervisory support on aspects related to performance, leave, training, development etc.
  • Ensure ongoing monitoring and discussions around individual performance and support development of the staff member by facilitating career progression and opportunities.
  • Enable high level of staff engagement and morale by providing continuous listening, support, mentoring etc. for team members.

Contribute to the projects, budget preparation and review process.

  • Support the implementation of projects across HR Administration and work closely with SME, QA and other support functions within GSSC.
  • Support analysis of staffing patterns and needs of the office. Participate in management meetings affecting HR planning and management.

To qualify as an advocate for every child you will have…

  • A University Degree in human resource management, business management, international relations, psychology or another related field is required.
  • A minimum of five years of relevant experience in human resources management is required or two years of relevant professional experience in an international organization in job classification is required.
  • One year must be in supervisory/managerial capacity in human resources administration in shared services environment.
  • Hands on, and practical experience is required, in analyzing and approving transactions, with understanding of benefits and entitlements in human resources administration or services.
  • Experience working in one of the enterprise resource planning systems (such as SAP, Oracle, Peoplesoft, etc.) is required.
  • Fluency in English (verbal and written) is required.
  • Experience in implementing the ICSC job evaluation tool is highly desirable.
  • Work experience with UN or an international organization is desirable.
  • Previous experience of shared services/business support centre is highly desirable.
  • Knowledge of another official UN language or local language of the duty station is considered as an asset.

National Officer (NO) staff are nationals of the country in which they perform functions of a technical and professional nature. Eligible applicants are nationals of Hungary.

National Officer staff are locally recruited staff and therefore, candidates are personally responsible for any travel and accommodation arrangements. UNICEF does not facilitate MFA accreditation for locally recruited staff.
