This is a NO-2 contract. This kind of contract is known as National Professional Officers. It is normally only for nationals. It's a staff contract. More about NO-2 contracts.

This is a Generic Vacancy Announcement for the post of Emergency Officer at NO2 level for different offices in Unicef Yemen. The candidates who meet the requirement and shortlisted, will be contacted to go through the recruitment process. The ones who pass all recruitment stages and proved successful will be placed in the talent pool. In case of a need, the office can contact them either for a fixed term or temporary appointment.

In the 1970s UNICEF established presence in Yemen to respond to the urgent needs of children in the poorest country in the Middle East. In 1991, Yemen ratified the Convention on the Rights of the Child and it was enacted immediately. Since then the country has been making steady progress for children until it plunged into a brutal conflict in 2015 but even before that, Yemen needed large amounts of humanitarian assistance.

In collaboration with local authorities, non-governmental organizations and community partners, UNICEF is working in all the governorates in Yemen to respond to the needs of children throughout the country with a continuum of services to help children survive and grow to their full potential through the following programmes: Health, Nutrition, Water, Sanitation and Hygiene, Basic Education*, and* Child protection.

How can you make a difference?

Under the supervision of the chief of field office of the respective field office the incumbent will support the coordination and the implementation of the operations and project/programme activities in the field, to ensure the survival, well-being of children and mothers and affected community in the country.

  1. Assist in the formulation of plans of action in preparation and response to emergencies. Gathers information on best practices in emergency situations for the preparation of contingency and response plans. Monitors compliance of all programme sections with emergency plans as agreed by Chief Field Offices and the Emergency Specialist.
  2. Participate in implementing the emergency preparedness and response plan as necessary. Follows up with the timely delivery of assistance to Field Offices and procurement of supplies. Follow up particularly on UNICEF contingency PCAs and Rapid Response Mechanism (RRM) PCA.
  3. Assist in organizing and conducting staff training for the office’s capacity building in emergencies preparedness and response as required.
  4. In the event of a sudden emergency or deterioration of current situation, promptly assist in implementing the initial operational tasks relating to emergency assistance. Immediately collects reliable information to verify the nature and extend of the emergency with staff, government officials, other UN agencies or local organizations and media.
  5. Assist in ensuring logistic and flow of supply in the covered areas, including prepositioning of emergency supply in the framework of contingency planning.
  6. Participate in the implementation of plans of action and work plans for field operations unit. Undertakes field visits to support Field Offices, to assess local conditions and monitor progress and identify necessary support from Field Offices in Al Hudaydah, Ibb and Aden.
  7. Support the field office in arranging and facilitating inter-sectoral outreach in the Area of Responsibility under the respective Field Office (Al Hudaydah, Ibb and Aden).
  8. Support the chief of field office to ensure efficiency and effectiveness of UNICEF participation in interagency convoys and other modalities of humanitarian delivery in hard to reach areas.
  9. Participate in interagency coordination (including national and international NGOs, SARC and other international organizations active in the field) and liaise with national authorities and local structures. Identify key humanitarian partners for the sectors, in order to increase coverage of services for children and caregivers.
  10. Monitor the appropriate and effective use of UNICEF resources.
  11. Conduct any other relevant duties assigned by supervisor

To qualify as an advocate for every child you will have…

  • University degree in one of the disciplines relevant to the following areas: Social Sciences, Law, International Affairs or other relevant discipline(s).
  • Minimum two years of professional experience in emergency operations, humanitarian affairs, relief operations,
  • Confirmed experience in field operations and interagency-coordination
  • Work experience in any international organization is an asset.
  • Fluency in English and Arabic
