OBJECTIVE OF THE OFFICE/DEPARTMENT

This is a requisition for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

PAHO Country Offices are responsible for ensuring that the Pan American Health Organization / World Health Organization (PAHO/WHO) country program of technical cooperation and its country presence provides adequate support to the national health development process and, at the same time, enables the country/ies to shape the subregional, regional and global health agendas. The PAHO/WHO Country Office is the basic organizational unit for technical cooperation within the country/ies, drawing on PAHO/WHO resources from all levels and all parts of the Organization.

DESCRIPTION OF DUTIES

Under general supervision of the Administrator, and the direct supervision of the General Services Technician I, the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  1. Carry out services related to the processes of import and export of goods (products, medicines, vaccines, vehicle, and others) of the Office, coordinating the formalities of the official documents of shipping and disembarkation in accordance with the established norms and procedures and the law of the country;
  2. Monitor, in accordance with the Organization’s rules, the control and proper use of official vehicles and the services performed by drivers, keeping reports and graphs up to date for analysis of fuel consumption, mileage, maintenance, repair and insurance;
  3. Carry out the sectors purchasing processes, following the Organization’s procedures and rules;
  4. Prepare regular reports and statistical information on the activities carried out under its responsibility;
  5. Elaborate routine correspondence and relevant administrative matters related to assigned responsibilities;
  6. Support and guide international employees in administrative matters of general services, such as: moving, acquisition/sales of vehicle, security procedures, among others;
  7. Support in the monitoring and guidance of services and activities carried out by GSO personnel (maintenance, cleaning, garden, and security, and vigilance);
  8. Assist in the control and supervision of services and activities provided by outsourced companies contracted for maintenance, repair, and execution of jobs on the premises of the Office;
  9. Assist with fire prevention and control standards, keeping equipment (fire extinguishers, fire hydrants, water reservoirs) and insurance up to date, in addition to adopting the necessary safety measures in case of emergency;
  10. Work as a team member in the absence of other staff members;
  11. Perform other duties as assigned.

REQUIRED QUALIFICATIONS

Education****:

Essential: Certificate of completion of high school.

Desirable: A bachelor’ degree in business administration or other field related to the position from a recognized institute.

Technical Expertise:

  • Word processing in accordance with established standards.
  • Ability to organize, and carry out administrative processes such as: meetings, acquisition of supplies and equipment, preparation of reports, etc.
  • Working knowledge of automated systems and microcomputers particularly regarding to administrative operations, records, preparation of statistical or periodic reports and other procurement related documentation, etc.
  • Ability to research, analyze and organize information in order to facilitate the operation of the procurement information system and ensure accuracy of data.
  • Ability to plan, organize and carry out administrative processes.
  • Knowledge and ability to organize and execute processes for importing and exporting goods to international organizations, in accordance with current legislation.
  • Ability to carry out purchasing processes in accordance with the established procedures and standards.

Languages:

Essential: Very good knowledge of Portuguese, with a working knowledge of Spanish or English.

IT Skills:

Demonstrated ability to effectively use current technology and software, as well as Enterprise Resource Planning (ERP). Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.
