Org. Setting and Reporting This post is located in the General Administrative Services Section, Programme Support and Management Services, Office of the High Commissioner for Human Rights in Geneva. The incumbent reports to the Logistics Officer in charge of the Procurement, Logistics and Field Support Unit. Responsibilities Within delegated authority, the General Service Assistant will be responsible for the following duties: \- Coordinates with UNOG on a wide range of goods and services required by OHCHR Geneva. \- Analyzes and evaluates procurement requests submitted by OHCHR Geneva and field offices and determines the appropriate specifications for the required items or services. \- Reviews and assists in the submissions of Headquarters requests for bids, proposals and quotations and analyzes and evaluates them before submitting recommendation to UNOG for awards of contract/purchase order. \- Reviews and recommends the establishment of standards of various types of office equipment to be purchased for OHCHR. \- Prepares correspondence and reports as required. \- Provides support to the Logistics Officer on appropriate course of actions to be taken on shortages and overages of and damages to supplies, equipment or other property. \- Coordinates OHCHR office equipment maintenance, ensuring timely repair and acts as OHCHR focal point with the FIPOI regarding the Palais Wilson and Motta Building maintenance. \- Coordinates with the Security and Safety Section on all administrative issues relating to security in the Palais Wilson and Motta Building; monitors the allocation of parking space; maintains OHCHR Directory of all means of communications (Headquarters and field offices); Coordinate with UNOG Telecommunication Unit, the provision, maintenance and updating of Services. \- Coordinates with Conference Services regarding the OHCHR conference network and ensures the provision of technical support to OHCHR meetings; is responsible for the general calendar of OHCHR meetings and conferences; coordinates the use of conference facilities at Palais Wilson and Motta Building; assist the office with audio and video technical systems. \- Assists in providing information to internal and external auditors. Competencies PROFESSIONALISM: Good knowledge of administrative computer applications and knowledge of Umoja. Knowledge of the Organization’s rules and regulations, in particular those related to procurement. Knowledge and understanding of theories, concepts and approaches relevant to particular sector, functional area or other specialized field. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to conduct data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the Internet, intranet and other databases. Education High school diploma or equivalent is required. Work Experience At least three (3) years of administrative experience is required. Out of these, two (2) years within the United Nations Common System is desirable. Technical experience with conferencing equipment is desirable. Languages English and French are the working languages of the United Nations Secretariat. For this position advertised, fluency in English and French (both oral and written) is required. Special Notice This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Having passed the Administrative Support Assessment Test (ASAT) in English or French at the United Nations Headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International Criminal Tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST. Vacancies at G1-G4 levels are open to both internal and external candidates, including staff members on temporary appointments. However, priority consideration will be given to existing serving staff members. New external candidates will only be considered when a serving staff member holding a Fixed-Term or Temporary Appointment at the time of application cannot be identified.
