World Vision seeks a Gender, Youth, and Social Inclusion Lead (GYSI Lead) for the proposed USAID-funded Somalia Resilience Food Security Activity (RFSA). The goal of the Activity is to improve and sustain the food and nutrition security of vulnerable populations through multi-year resilience food and nutrition security activities. This activity is a 5-year program worth approximately $100 million.

The GYSI Lead will ensure that the social dimensions of food security and community resilience are effectively addressed across all activity components and at all levels throughout the entire award period. Attention to social dynamics—in particular, gender and youth integration—is critical to realizing BHA intended outcomes. The GYSI Lead must have an in-depth understanding of gender, age, and other locally significant socio-cultural factors in the context of food security programming, and a demonstrated capacity to lead the collection, analysis, and utilization of information from a broad range of sources. S/he must also have skills in participatory learning and action and facilitating collaborative problem-solving; the ability to foster commitment and build capacity among activity staff and in-country actors to ensure gender and youth integration and empowerment; and an in-depth understanding of food security programming.

The GYSI Lead will ensure that project activities address the different needs experienced by women, men, boys, and girls – to ensure equitable participation and prioritize the inclusion of vulnerable populations in project targeting.

The GYSI Lead position is contingent upon funding and donor approval and will be based in either Mogadishu, Somalia or Nairobi, Kenya, or a combination of both locations as per the donor preference.

MAJOR RESPONSIBILITES

1) Oversee the design, planning and implementation of GYSI activities throughout the life of the activity, providing leadership and technical support to consortium and local partners. 35%

End Results: Proper technical expertise in GYSI is applied in program design, planning and implementation.

2) Support GYSI interventions across the activity by playing a lead role in guiding formative research; manage the GYSI analysis during the program’s early stages and utilize this information to develop GYSI strategy and implementation plan; support the development of tools and monitoring progress of activities to ensure a consistent and coherent execution of interventions. 35%

End Results: Proper technical expertise in GYSI is applied in program design, planning and implementation.

3) Generate local solutions and strategies for addressing food and nutrition security issues and mobilizing communities to work jointly to address these issues, building on existing cohesion among community members, and fostering cohesion where weak, and ensuring psychological safety of poor and marginalized people to participate, contribute, and feel integrated. 15%

End Results: Ensure that the project reaches all community members, specially the marginalised.

4)Supervise and mentor GYSI consortium staff. 10%

End Results: High quality of program deliverables.

5) Perform other duties as assigned. 5%

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE Required Professional Experience

. A minimum of 7 years of progressively experience in international development as a Gender and Youth Advisor or a GYSI Advisor on large ($30M+) food security, development, or humanitarian relief projects of which at least 3 years of experience working in fragile or post-conflict states. Somalia experience strongly preferred. • Experience of leading and working with large and diverse teams. • Previous experience with large USAID grants including Resilience Food Security Activity (RFSA), Development Food Security Activity (DFSA), Development Food Assistance Programs (DFAP)s, Multi Year Assistance Programs (MYAP)s and/or Development Assistance Programs (DAP)s is preferred. • Familiarity with local cultural practices, social networks, and gender and age dynamics • Excellent organizational, analytical, and oral and written communication skills (in English) • Demonstrated ability to deliver results and meet all donor deliverables. • Strong communication skills, particularly advanced writing skills • Ability to build relationships cross-culturally. • Ability to multi-task • Strong workshop facilitation skills • Strong networking skills

Required Education, training, license, registration, and certification

• A bachelor’s degree in a relevant academic area—e.g., a social science discipline or related a concentration from an accredited U.S. college or university, or international equivalent. • Demonstrated communication, creative problem solving, and management skills. • Strong writing and oral presentation skills • Must be fluent in English. • Conversational Somali and/or Arabic is preferred. • Professional licenses, as required in the field and by the donor.

Preferred Knowledge and Qualifications

• Experience working with migrant communities and in an urban context. • Experience in managing inter-agency consortiums is preferred.

Travel and/or Work Environment Requirement

• Mandatory travels to implementation sites and regional, global meetings as required.

• Travel to the United States WVUS Washington, DC Office to meet with donors and other stakeholders as needed.

Language Requirements • Fluency in English. Fluency in conversational Somali and/or Arabic will be an added advantage.
