Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Established by UN Women with the support of the Ministry of Gender Equality and Family (MOGEF) of the Republic of Korea in 2021, the UN Women Centre of Excellence for Gender Equality is dedicated to supporting traditional and non-traditional stakeholders in realizing commitments to gender equality, women’s empowerment, and the rights of women and girls through (i) gender capacity-development training programmes, (ii) research and support for production and use of gender data, and (iii) network building, partnership cultivation and advocacy as a leading gender training and knowledge hub in Asia and beyond. The UN Women Centre of Excellence for Gender Equality embraces innovation, including as it relates to new technologies and partnerships, to increase the breadth and depth of its work, aligning with the 2030 Agenda for Sustainable Development and its transformative promise to leave no one behind.

Under the supervision of the Director and the technical guidance from thematic leads at UN Women Regional Office for Asia and the Pacific, Gender Training Specialist will oversee the development and delivery of training and education programmes for various stakeholders such as gender experts in the public sector, statistical institutes, academia, and non-governmental organizations, government officials and public servants, provide capacity development to establish and strengthen partnerships, and develop relevant knowledge products on all the relevant gender equality and empowerment of women thematic areas including Women, Peace and Security, Women’s Economic Empowerment, Humanitarian Action & Disaster Risk Reduction, and Gender Statistics at national, regional and global levels. Gender Training Specialist works in close collaboration with the programme and operations team, UN Women HQ and RO staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women capacity development work. Gender Training Specialist is expected to manage relevant personnel and external trainers, as necessary.

Duties and Responsibilities

1. Oversee the development of training and education programmes following UN Women’s approach and methodology

  • Oversee the development of online, in-person and hybrid training and education programmes on relevant gender equality and empowerment of women thematic areas in close coordination with UN Women Regional Office for Asia and the Pacific and Headquarters Sections, including the UN Women Training Centre
  • Provide advice on contextualizing/localizing training and capacity development documents, country strategies, and knowledge products

2. Manage the delivery of capacity development programmes to partners

  • Oversee the delivery of training and education programmes in online, in-person, and hybrid formats including the interactive learning modules
  • Deliver training and education programmes
  • Manage and provide guidance to external trainers to ensure high quality trainings aligned with UN Women’s approach
  • Coordinate monitoring and reporting for training and education programmes in collaboration with programme teams

3. Provide capacity development support to partners

  • Provide substantive technical and policy support to programme teams in developing and strengthening training and education programmes to support the implementation of global norms and standards
  • Develop, implement and monitor capacity development initiatives
  • Provide technical support to partners on implementation of training and education programmes

4. Establish and strengthen strategic partnerships with stakeholders, regional/international actors and development partners

  • Build and maintain alliances and strategic partnerships through training and education programmes for the advancement of gender equality and empowerment of women including with donors
  • Produce periodic updates and briefs on regional/country development situation with a focus on capacity development to be used by stakeholders, CO and HQ
  • Maintain close contact with relevant staff in UN Women HQ, especially UN Women Training Centre

5. Oversee the design of training and education initiatives in the region and the development of relevant knowledge products for training

  • Provide policy recommendations and guidance to strategic planning and positioning on training and education initiatives
  • Work closely with and provide advice to regional/national bodies and inter-agency groups that influence national policies related to gender equality and empowerment of women and where necessary represent UN Women
  • Identify promising practices, technical expertise, and strategic opportunities through training and education

6. Oversee knowledge production and sharing for training and education initiatives

  • Identify and disseminate lessons learnt and good practices in collaboration with UN Women country offices
  • Coordinate cross-regional knowledge sharing of technology and innovation for training

7. Manage the implementation and management of the training and education programme

  • Finalize the annual workplan and budget and manage their implementation
  • Provide programme advisory support to the Office Management within the training and education programme
  • Manage the technical implementation of the programme, provide technical advice and endure synergies with other teams
  • Review the submission of implementing partner financial and narrative reports as required
  • Provide guidance to personnel and partners on Results Based Management tools and performance indicators
  • Contribute to Steering Committee, project review and evaluation meetings

8. Manage the people and financial resources of the training and education programme

  • Manage the programme budget and finalize financial reports
  • Manage, mentor and coach personnel and conduct performance assessment where relevant
  • Oversee recruitment processes as necessary

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in gender/women’s studies, human rights, international relations or other social science fields is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree
  • A project/programme management certification would be an added advantage

Experience:

  • At least 7 years progressively responsible experience in designing and managing programmes and advocating for gender equality and empowerment of women, ideally with some experience in developing countries
  • Experience in programme, policy analysis, and strategic planning
  • Experience in developing and delivering training and education programmes preferably for gender equality to multi-cultural participants
  • Experience working with, and building partnerships with governments, donors and civil society organizations internationally and in the field
  • Experience working with the UN is an asset
  • Experience working in Asia and the Pacific region is an asset

Language Requirements:

  • Fluency in English is required
  • Knowledge of the local language (Korean) is an asset
  • Knowledge of the other UN official working language is an asset
