Background
Project Title: Promotion of Low Carbon Urban Transport Systems in the Philippines (LCT) Project
Project Description
The rapid urbanization and population increase in the Philippines amplified the demand for transportation in the country. While mass transport systems and road infrastructures are in place, other transport issues also surfaced such as increasing number of motor vehicles and ridership and increasing level of congestion in Metro Manila, resulting in slow travel speeds; thus, leading to higher greenhouse gas (GHG) emissions. Further, about 37% of the total national energy consumption of the country comes from the transportation sector, in which the road transport consumes the largest share of 80%.
Estimates 1 suggest that the transport sector’s GHG contribution can be reduced by over half through implementation of measures that promotes shifts to lower emitting transport modes, fuel efficiency improvements, and transport demand management. More specifically, technical vehicle improvements such as hybrid, EVs and biofuels have been identified as having high abatement potentials.
In November 2017, the Government of the Philippines, through the National Economic Development Authority (NEDA) and Department of Transportation (DOTr), entered into agreement with the United Nations Development Programme (UNDP) to implement the Promotion of Low Carbon Urban Transport Systems (LCT) in the Philippines Project.
The Project aims to create an enabling environment for the commercialization of low carbon urban transport systems in the Philippines. This can be achieved through 1) effective enforcement of policies and support provided for the promotion of low carbon modes of transport; 2) adopting and implementing low carbon transport plans and/or programs in major cities; 3) increasing private sector participation in the widespread deployment and commercialization of low carbon transport systems; and 4) increasing private sector investment in low carbon transport systems.
The key stakeholders of the Project include the government agencies, policymakers, local government units, government finance institutions, private sectors, academe, and non-government organizations. They play essential roles in the implementation and in the achievement of the objectives of the Project, sharing involvement to the three components:
- Component 1: Policy support for the promotion of low carbon modes of transport
- Component 2: Awareness and institutional capacity development
- Component 3: Private sector participation and investment in low carbon transport systems in the country
Furthermore, the Project is designed in a way that caters all genders; men, women, LGBTQIA+ and other gender identities. It also serves the vulnerable groups such as, but not limited to the elderly, persons with disabilities (PWDs), pregnant women, children, youth, and the poor, who all have equal need for safe and efficient transportation. The Project is committed in bringing equal consideration on perceptions, needs, interests and priorities of above sectors in planning, decision-making and implementation of low carbon urban transport systems. It also bears the agenda of empowering excluded and vulnerable groups, particularly in providing opportunities to expand mobility choices, to increase access to and control over resources and to enhance participation in decision-making and leadership in low carbon transport planning and implementation. A Gender Equality and Social Inclusion (GESI)2 framework for policy design, advocacy, private sector engagements and implementation is therefore essential for the successful uptake of low carbon transport development strategies.
Duties and Responsibilities
Scope of Work
The Project is procuring the services of an Individual Consultant for the mainstreaming and full implementation of Gender Equality and Social Inclusion (GESI) approach and strategies in the promotion of low carbon urban transport systems. Specifically, the Consultant shall have the following tasks and responsibilities:
Develop a Gender Equality and Social Inclusion (GESI) Analysis and Action Plan for low carbon urban transport
- Conduct desk review of local and international studies, scope key individuals and groups and analyze the gender and social situation on the use of urban transportation, particularly low carbon mobility;
- Identify data gaps, propose GESI indicators and gather baseline data relevant to project results framework;
- Assess the GESI responsiveness of existing low carbon transport policies, advocacy programs and partnership initiatives of the project;
- Design, coordinate and facilitate the participatory GESI analysis with government agencies, project implementers, local government units, partners, beneficiaries and interest groups along planning, implementation, and monitoring and evaluation of low carbon urban transport systems project;
- Identify and recommend key interventions to promote gender equality and social inclusion of the project in policy formulation, advocacy programs and partnerships; and
- Enhance the existing Gender Analysis and Action Plan into a detailed Gender Equality and Social Inclusion Action Plan for low carbon transport along the phases of planning, implementation, and monitoring and evaluation.
Conduct GESI capacity building activities on low carbon transport for key stakeholders
- Identify GESI training needs for policymakers, project implementers, local government units, partners, beneficiaries and interest groups in relation to low carbon urban transport;
- Coordinate with the key stakeholders on capacity building activities;
- Prepare the program and training design and materials for the workshops; and
- Facilitate the training sessions, as required for the project.
Support implementation, monitoring activities and knowledge management building of the Project
- Provide inputs to the monitoring and evaluation plan of the Project integrating GESI-related data and indicators;
- Prepare knowledge materials on the GESI initiatives of the low carbon urban transport systems project and collaborate closely with the Communications Officer in ensuring that GESI messaging is reflected in the Project's communications and marketing collaterals; and
- Participate in meetings, knowledge sharing activities and LCT Project events as may be required by the National Project Director and Project Manager

Institutional Arrangement
The Consultant will directly report to both Project Manager and National Project Director, and will collaborate with the Component Leads for (1) Policy Support, (2) Institutional Capacity Development, and (3) Private Sector Development on a regular basis. At different points during the contract, the Consultant is expected to liaise/interact/collaborate/meet with the Department of Transportation and project stakeholders. As needed, the DOTr staff shall provide administrative and logistical assistance to the Consultant for her/him to accomplish enumerated outputs.
The position may also require possible travel to support the Project Management Unit in its meetings, presentations, workshops, data gathering and related events, whenever necessary. The consultant will be paid an all-inclusive lump sum amount (i.e. professional fees, communications including internet). Should travel outside the duty station be required, domestic airfare, food and accommodation of the consultant outside Manila will be shouldered by UNDP project.
Duration of Work
The expected duration of work is estimated to be 86 days spread over 5 months.
Duty Station
The duty station is in Manila. The Consultant shall report to the DOTr and UNDP Office as needed. Travel to identified local government units is necessary.
In light of the COVID-19 pandemic and declaration of State of Public Health Emergency in the Philippines, all work and travel of the Individual consultant shall be done within the guidelines and protocols set by the local and national government.

Scope of Price Proposal and Schedule of Payments
The financial proposal should be expressed in lump sum amount inclusive of all financial costs related to this engagement (i.e., professional fees X number of working days, communications and other miscellaneous expenses) to be incurred by the IC in completing the assignment.
Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the consultant must be ready to submit proof of insurance valid during contract duration.

Criteria for Selection of the Best Offer
The combined scoring method where the qualifications will be weighted 70% and combined with the price offer which will be weighted 30% shall be adopted.
