Overview

Lead and implement gender components in FAO BLRS project.

You have:

• The candidate must at least have a university degree in Gender, Social Work, Economics or a related field.
• 5 years of experience on gender analysis and gender mainstreaming across a range of rural livelihoods, resilience and development programs, with the UN or other international agencies.
• Working knowledge of English and Arabic (C1).
• National of Syria.

Organizational Setting

The main aim of the FAO Syria Country Office is to assist government to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to develop the agricultural fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

The FAO Representation in Syria is organized around three main units: Programme, Operations and Administration. The current portfolio of projects in Syria includes activities related to Crop production & protection, Animal Health & Livestock production, Water for production, Environment & Climate Change, Gender & Social Inclusion, and is implemented with humanitarian, transitional and development funding.

Reporting Lines

The Gender Specialist will work under the overall supervision of the FAO Representative in Syria, with guidance from the FAO Syria Chief Technical Advisor (CTA) and the direct supervision of the “Building Livelihoods and Resilience in Syria” (BLRS) project manager. Technical Focus Contribute to the overall guidance to the Building Local Resilience in Syria (BLRS) project and ensure robust integration of the core BLRS project activities with the VAWGs pilot activities, in relevant locations.

Tasks and responsibilities

• Plan and lead on the overall Gender components of the FAO BLRS project, including providing input in the development of the work plan for the Violence Against Women and Girls (VAWGs) pilot, and supervise the implementation of the work plan. In particular, the Gender Expert will support the implementation of the activities planned under the VAWG pilot and facilitate the adoption of the curricula and approaches selected for promoting gender equality and Gender Based Violence (GBV) reduction in the context of this intervention. • Support the project team by strengthening awareness and capacities to work in a gender-responsive manner, particularly in relation to GBV prevention and mitigation. This will imply providing training, mentoring and monitoring to support all the gender and GBV-related activity implementation, • Provide both technical and strategic guidance to the Gender and Community Engagement Officer (GCEO) on agreed VAWGs approaches and ensure effective supervision of the GCEO. • Closely collaborate with structures established through the BLRS project, to effectively implement the GBV and gender activities planned under the VAWGs pilot. Such structures will include Farmer Field Schools (FFS), Farmer Business Schools, Water User Associations (WUAs), agro-processing groups etc, to ensure that they are implemented in a gender-responsive way and contribute meaningfully to promoting gender equality and reducing GBV tolerance. • Work closely with Regional Gender Specialist to implement the VAWGs pilot in the targeted locations. • Support for the design and implementation of the planned baseline assessment, including review available background data and continuous tracking of gender and GBV indicators during the project lifecycle. • Conduct a detailed gender analysis guided by the Regional Gender Specialist, with a strong focus on social norms, attitudes and perceptions around the key issues addressed by the VAWG pilot (specifically economic violence against women and early marriages) in the targeted areas of the intervention. • Assess and identify eventual capacity gaps of project staff and implementing partners in relation to GBV and gender-responsive approaches, and support them with training and technical backstopping tailored to their needs. Identify gender-based constraints and provide key recommendations, informed by the FAO gender policy, to ensure that both men and women benefit from the project’s activities. • Draft a monitoring action plan, co-developed with project staff, outlining the different roles and responsibilities of staff with respect to the action plan and indicators to measure the success of actions. • Coordinate with concerned project focal points to ensure gender is mainstreamed in the BLRS and other FAO Syria projects. This will be done in collaboration with the FAO Syria Gender Focal Point and the Regional Gender Specialist. • Provide regular reports to the BLRS manager with regards to GBV activities and overall gender mainstreaming and integration in the project. Document success stories and good practices, including by consolidating the materials used by project staff and implementing partners in the field. Deal with critical issues that may result from the gender and GBV components, both at project team and community levels. • Perform any other duties requested.

Minimum Requirements

• The candidate must at least have a university degree in Gender, Social Work, Economics or a related field. • 5 years of experience on gender analysis and gender mainstreaming across a range of rural livelihoods, resilience and development programs, with the UN or other international agencies. Experience should include developing gender work plans and strategies in the context of large programmes and/or the design of monitoring plans. • Working knowledge of English and Arabic (C1), • National of Syria.
