COVID-19 has exacerbated the pre-existing gender inequality, insecurity, and protection risks facing children, adolescent girls and women in Afghanistan. Consequently, these factors continue to have a major impact on children’s, adolescents’, and women’s, access to critical nutrition, Health, WASH, Education and child protection services.

With Support from European Union, UNICEF Afghanistan has secured resources to implement a project for 2 years (2021-2022) that will focus on Mitigating the health effects of the COVID-19 emergency in Afghanistan. The project mainly focuses addressing gender inequality and other gender related barriers that affect women adolescents, children and persons access to nutrition, health and Wash services especially during the Covid 19 pandemic.

UNICEF Afghanistan is therefore hiring a Gender Programme Officer (Protection) to support with the implementation of the gender and Protection mainstreaming component for this project particularly in Nutrition and WASH interventions.

Under the Direct supervision of the Gender Programme Specialist, The Gender and Protection officer will work to support Nutrition, WASH and Health Sections to effectively roll out implementation of the gender and protection component of the grant, particularly focusing on interventions that address key gendered barriers and protection risks to their access to basic nutrition, and WASH services during the pandemic under the EU grant.

How can you make a difference?

The Gender Programme Officer (Protection) will be expected to perform the following:

  • Support with the overall implementation of the gender and protection component of the project.
  • Support Nutrition and WASH colleagues to ensure Gender equality and women empowerment is a critical cross-cutting issue that will be addressed throughout the project implementation and that the wellbeing of women, adolescents and children are central to the implementation of the Nutrition and WASH initiatives to maximise their targeted group’s optimal access to basic Nutrition, Health and WASH services.
  • Provide support to roll out of capacity building of Nutrition, Health and WASH frontline workers addressing key gendered barriers to access including mainstreaming of GBV risk mitigation in their nutrition and WASH interventions.
  • Coordinate with Nutrition, Health, CP colleagues to develop the gender and GBV risk mitigation module including its rolling out to all Nutrition frontline workers (CHW, Nutrition counsellors, CHWs, Mobile Health Teams and other partners).
  • Work with CP, Nutrition, Health, Wash, Communication for Development (C4D) and Adolescent colleagues to ensure effective culturally sensitive awareness raising targeting women, adolescent girls and their families on GBV prevention and available GBV services.
  • Support Nutrition cluster, WASH cluster, GBV/ CP Sub-clusters and UNICEF nutrition and WASH partners to roll out and conduct regular safety audits in the targeted location to inform risk mitigation interventions.
  • In Collaboration with Child protection, support the establishment of women and girls safe spaces that are culturally-appropriate and tailored to the context of Afghanistan, in order to provide GBV case management and life-skills components in the two Nutrition focused provinces (Badakshan and Ghazni).

To qualify as an advocate for every child you will have…

  • 2 years of increasing responsibility and professional experience in programme management and development relevant to gender integration in Nutrition, Health and WASH sectors
  • Experience of working in GBV prevention and response – previous experience in GBV risk mitigation in Nutrition, Health and WASH sectors a plus
  • Substantive knowledge and practical experience in Gender analysis and integration in Nutrition, Health and WASH
  • Experience in adolescent girls programming
  • Demonstrated experience with the design and delivery of gender and GBV sensitive programming including developing and utilizing Context specific GBV and adolescent programming tools and guidance
  • Knowledge of results-based programme management experience with focus on project planning and capacity building

  • Experience in programme and/or technical assistance with the UN System or with European Union (EU) or similar development partners will be an added advantage

  • Field experience is required
  • Fluency in English and Dari or Pashto is required
