This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

The Global Agenda of the Sustainable Development Goals (SDGs) provides a great opportunity to achieve, in the next 15 years, reversing gender gaps and removing existing obstacles in the different spheres of human development. But in these efforts governments face some challenges. It is not easy to translate the SDGs into national development agendas. Likewise, the follow-up of the SDGs requires developing effective mechanisms to promote equality, non-discrimination, and the empowerment of women within the framework of harmonized agendas.

It is imperative to consolidate mechanisms that allow the achievement of essential objectives for the State to include equality as a central axis of its public policies. The first step is the institutionalization of gender equality in the daily actions of the state operations to ensure that commitment is internalized and reflected in the mandates, regulations, processes, and budgets of public institutions. A second step is the mainstreaming of gender issues so that the State positions itself as a central actor in the achievement of substantive equality.

This double process of institutionalization and mainstreaming will seek to develop clear and accessible tools and concepts to consolidate architectures and capacities for coordination, spaces for participation, development of programs and public policies within the framework of the SDG Agenda and indicators for monitoring and impact of public policies.

One of the greatest concerns to achieve an inclusive State concerns the processes and mechanisms to achieve better coordination between the different sectors, policies, and programs. There are various international experiences that seek to install integrative structures, government institutions and other forms of articulation within the State to avoid the fragmentation of policies. In the area of gender equality, South Africa has experiences of integration of perspective in public policy in different departments of the State institutions.

UNDP in Kosovo intends to roll out the Gender Equality Seal in Public Institutions at Kosovo Employment Agency as a tool to support and recognize the efforts made by public institutions towards the achievement of substantive equality between men and women. The Gender Equality Seal for Public Institutions recognizes the efforts made by institutions at three levels. First, in the degree of political commitment to gender issues inside and outside the institution. Second, in the management of the public policy cycle in all its phases, from planning, execution, monitoring and evaluation. And third, in its own organizational and institutional management, enabling the integration of the gender perspective in all its areas and levels.

The selected Un Volunteer will provide technical assistance to Kosovo Employment Agency as a selected public institution for the process the Gender Equality Seal.

References to Kosovo shall be understood to be in the context of Security Council Resolution 1244 (1999)

Under the direct supervision of the UNDP Gender Equality Seal Project Coordinator, and in coordination with director of Kosovo Employment Agency the UN Volunteer will undertake the following tasks:

• Support the Kosovo Employment Agency in the development of the Gender Seal process throughout all its steps: • Provide technical assistance to the Gender Equality Committee in on the integration, institutionalization, and capacity building of the Gender Equality Committee; communication of external commitment; and other necessary activities preparation of detailed work plan with activities related to the Gender Seal process • Support the Kosovo Employment Agency in the implementation and monitoring of the gender equality policy and action plan. • Support the Kosovo Employment Agency in collection of evidence and assist in uploading the gathered information into the Gender Seal online platform • Assist the Kosovo Employment Agency in the • Develop the training plan and conduct training sessions on gender equality and the Gender Equality Seal for Public Institutions, to institutional staff, in coordination with UNDP Gender Seal team. • Organize regular meetings and workshops for stakeholders involved in the gender seal journey • Produce monthly reports on the implementation of the work plan, including reporting on the activities developed (trainings, meetings etc.). • Prepare the final report on the results achieved, with clear and targeted recommendations • Provide administrative support in preparation of activities including translation of documents in local languages related to the Gender Seal process. • Participate in all capacity building activities organized by the Gender Equality Seal,

working on gender equality, particularly in the development of gender analysis, gender research and assessments. • Relevant programmes experience with working in public administration/governance related areas or institutions is considered as an advantage. • Excellent methodological and participatory planning skills • Excellent oral and written skills; excellent drafting, formulation, reporting skills; • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Sound security awareness;

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. This position is based in UNDP Kosovo.

National UN Volunteers are part of the malicious insurance plan. National UN Volunteers are expected to be culturally sensitive and adjust to the prevailing culture and traditions.

The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents - except for UN Community Volunteers), as well as final repatriation (if applicable). • Relocation costs: $200 at beginning and end of assignment if duty station is outside of commuting distance (as determined by UNV)
