You have:

• Master's degree or equivalent in Economics, Finance, Business or related fields; Bachelor's degree with 10 additional years of experience accepted in lieu of a Master's degree.
• At least 10 years experience in impact investment, gender lens investing, and SDG financing with a focus on gender issues.
• Strong track record of working with the private sector on gender lens investing.
• Proven expertise in gender equality and women's empowerment.
• Strong track record in programme design and development preferably within the UN context.
• Excellent command of written and spoken English.

Duties and Responsibilities

Provide substantive technical input about gender lens investing and impact management and measurement (IMM) and financing gender equality to support the development of the joint programme document:

• Support the review of the concept note of the SDG financing component II (see Annex) and provide substantive technical advice in revising and refining the theory of change to leverage gender sensitive interventions to catalyse strategic investments to national SDG priorities and GEWE, taking into consideration the impact of COVID-19 on the economy, investment and efforts towards SDGs achievement;
• Contribute and support the development of the programme strategy;
• Support in carrying out a situation analysis by providing substantive technical advice on GEWE financing and gender lens investing in Jordan and identifying entry points and conceptualize the methods to leverage them;
• Support in carrying out the stakeholder analysis.

Provide gender specific technical input to develop an investment ready pipeline, especially with investments that have a gender and social dimension:

• Support the design of gender sensitive selection criteria for SMEs that will receive technical capacity development to enhance their resources utilization and competitiveness. The technical support should put special emphasis on supporting companies that are addressing issues that concern women and vulnerable populations, which can contribute in advancing progress towards SDGs with a particular focus on gender equality and women’s economic empowerment;
• Develop the blueprint of a gender smart IMM tool to be utilized by SMEs mainly based on Women’s Empowerment Principles;
• Provide technical input and narrative on the gender lens investing and gender smart impact measurement and management component in the capacity building programme targeting SMEs in the Jordanian context to secure their alignment as opportunities of social and gender impact investments.

Support the design of an action plan to increase the number of existing funds aligning their investment plans with SDGs, especially concerning GEWE and attract new impact investors to Jordan

• Contribute to the development of a capacity building action plan and content for public and private sectors investment agencies on gender lens investing and impact investing;
• Contribute to the description of Jordan’s gender lens and social impact investing and SDGs financing narrative to build Jordan’s case as the destination for impact investing with good return on investment to be used in the full country proposal.

Provide support for selected funds to leverage additional funding to deliver on SDGs:

• Support the lead Investment Expert in developing gender smart selection criteria of private sector funds to receive catalytic investments;

• Design the outline of gender smart IMM capacity building training for selected funds, mainly using Women’s Empowerment Principles.

Deliverables And Payment Schedule

Regular meetings with the focal points at the RCO, UNDP, UN Women and UNIDO will be held to ensure timely completion. The consultant will be required to provide different sections/ inputs throughout the duration of the assignment and in line with the workplan developed at the beginning of the assignment.

Submission of all relevant inputs into full Joint Programme document by 20 October (to allow for endorsement/ review of all participating agencies). Some additional inputs maybe required up until the submission of the final programme document on 31 October.

Full payment (100%) will be made once all relevant inputs have been received.

Reporting

The consultant will report to UNDP’s Senior Economic Advisor and work closely with the other participating agencies in particular UN Women as well as UNIDO, RCO and experts supporting the development of the joint programme.

Required Skills and Experience

Education

• Master’s degree or equivalent in Economics, Finance, Business or other related fields. Bachelor’s degree in combination with 10 additional years of qualifying experience may be accepted in lieu of a master’s degree.

Experience and skills

• At least 10 years experience of relevant work in the field of impact investment, gender lens investing and SDG financing preferably with a focus on gender issues;

• Strong track record of working with the private sector, especially in gender lens investing is preferred;

• Proven expertise in gender equality and women’s empowerment;
• Strong track record in programme design and development preferably within the UN context.

Language and other skills

• Excellent command of written and spoken English
