You have:
- An advanced university degree (Master’s degree or equivalent) in business administration, international relations, social science, law or political science is required.
- A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of 7 years of relevant progressively responsible professional experience in gender equality and women’s empowerment, gender mainstreaming and intersectionality, is required.
- Experience in leading the development of guidance notes and tools to promote gender equality and intersectional gender analysis, is required.
- Knowledge of relationship between gender mainstreaming and intersectionality and experience with operationalizing intersectionality as well as evaluating existing intersectionality informed approaches, is required.
- Experience working with the United Nations system in the area of gender equality and knowledge of UN system policies and recommendations in this area, is required.
- Fluency in oral and written English is required.
- Knowledge of French and/or Spanish is an asset.
- Working knowledge of another UN official language is an asset.

Background
Gender equality and women’s empowerment is a universally agreed objective—deriving from the Charter of the United Nations, which unequivocally reaffirmed the equal rights of men and women—and is confirmed in a number of commitments taken through, among others, the Convention on the Elimination of all Forms of Discrimination against Women of 1979, the 1995 Beijing Declaration and Platform for Action, various resolutions and decisions of the United Nations General Assembly, the Security Council, the Economic and Social Council and the Commission on the Status of Women, and the Sustainable Development Goals, especially Goal 5 (“To achieve gender equality and empower all women and girls”). Gender equality is the overarching and long-term development goal, to be achieved on the programmatic side through gender mainstreaming in the design, implementation, monitoring and evaluation of all policies and programmes, and in the United Nations Secretariat by aiming at achieving a 50/50 gender balance in staff at all levels.
Gender equality will only be achieved when women and men, boys and girls, and all gender diverse peoples have the same opportunities, rights and responsibilities in all areas of life and throughout the life course. However, the reality is that their experiences are not homogenous. Intersecting characteristics such as ethnicity, race, religion, age, migration status, ability, sexual orientation and class also shape the individual’s experiences. These social locations are embedded in power structures that shape every person’s opportunity and condition in life.
The Inter-Agency Network on Women and Gender Empowerment (IANWGE) Working Group on Intersectionality acknowledges intersectionality as an opportunity to improve and enrich the UN-system wide efforts to promote gender equality and women’s empowerment. At the same time, realizing the 2030 Agenda’s commitment to Leave No One Behind; the interrelated Sustainable Development Goals, especially SDG 5; and the Secretary-General’s Call to Action on Human Rights and Our Common Agenda.
The respective consultant is tasked with creating a guidance note, accompanied by a checklist to support a systematic integration of intersectionality in UN-entities’ gender mainstreaming efforts across programme/project and policy development and implementation. These tools seek to create a shared understanding and framework of intersectional gender analysis, its applicability to the work of the United Nations and enabling the measuring of intersectionality-inclusive results. Addressing reductionist approaches of intersectionality and common pitfalls will raise awareness for a self-reflected and multi-layered analysis. The showcasing of best/promising practices on how intersectionality can be applied in a meaningful way, both at Headquarters as well as on national and regional levels, will support this aim.
Duties and Responsibilities
Under the guidance of Coordination Advisor, UN Women and IANWGE Working Group on Intersectionality, the consultant will deliver the following outputs (see below. The development of outputs will be based on consultations with the IANWGE Working Group which will also offer suggestions for the piloting. The consultant is expected to incorporate relevant inputs/feedback of the Working Group. See details below:
a. Develop a guidance note on intersectional gender analysis and mainstreaming (maximum length 16-pages) to raise awareness for the opportunity of integrating intersectionality into gender equality and women’s empowerment efforts, create a shared understanding of intersectional gender analysis, its applicability to the work of United Nations entities as well as measurability of intersectionality-inclusive results. By addressing reductionist approaches and common pitfalls of intersectionality, the guidance note will enable a self-reflected and multi-layered analysis. Best-practice examples on how intersectionality can be applied in a meaningful way both at Headquarters as well as national and regional levels will be showcased.
b. Develop a checklist on mainstreaming intersectionality (maximum length 4-pages) to provide a tool to guide the integration of intersectionality into the design of products of UN entities.
