Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organizations. By implementing around 1,000 projects for our partners at any given time, UNOPS makes significant contributions to results on the ground, often in the most challenging environments.

Integrated Programme for Strengthening Security and Justice (IPSSJ) and Modernisation and Improvement of Policing Project (MIPP) Context

DFID and UNOPS signed a MoU for UNOPS to implement the Modernization and Improvement of Policing Project (MIPP) with an objective to assist in improving the capabilities of Nepal Police. The support to strengthening capabilities are about facilities and equipment combined with technical assistance for performance enhancement to help effective delivery of policing services. The MIPP includes following result areas:

  1. Modernized, gender-sensitive police units are in place for better public access to police services
  2. Strengthened operations and maintenance capacity for police facilities and equipment
  3. Strengthened performance management systems of NP for effective delivery of policing services, particularly with respect to the protection from criminal violence and access to security and justice
  4. Service delivery skills of police personnel are enhanced with special attention to women and children Increased capabilities in forensic investigations

Functional Responsibilities

The roles and responsibilities of the Gender Equality Specialist-Social Inclusionare;

● Establish good working relationships between MIPP and local government entities and local level partnership with other IP-SSJ partners.

● Establish responsive feedback loops and communicate the feedback from the community regarding the infrastructure – immediately with the engineering team for necessary course correction if needed. Complete the post occupancy evaluation in the agreed number of districts and document the lessons.

● Lead IP-SSJ coordination, represent UNOPS during local IPSSJ partners’ coordination, manage and implement planned Roadshows around launching of MIPP funded police infrastructure.

● Liaise between local police and local authorities in project districts to ensure effective and conflict-sensitive implementation of MIPP activities.

● Prepare Annual Work Plan (AWP) for Community Engagement Activities and implement the Plan with clear milestones and deadlines.

● Build a network of key local partners (community members, local government entities, GBV groups etc.) including other IPSSJ partners, keeping well-informed of evolving local trends i.e. social, economic, and political context and develop adaptation interventions for MIPP that responds to contextual analysis and changes

● Establish partnerships with other NGOs and private sector organizations active in the project area to diversify project opportunities to complement each other to achieve IPSSJ objectives in consultations with PM and SPTA.

● Support PM and Partnership focal point in development of new proposals and concept notes with a focus on gender perspectives.

● With support from the Security and Justice Associates, maintain records of the organizations working in community partnership in the Project Area and update the project periodically.

● Make recommendations to adapt MIPP implementation to the assessments from the Community Scorecard and other police-community joint activities implemented by IPSSJ partners as well as research outputs from the Monitoring, Evaluation and Learning component

● Prepare the reports as per project requirements and support the PM to prepare monthly, quarterly progress report, quarterly socio political updates report and other ad hoc reports.

● Provide relevant documentation support to the PM preceding the project closure.

● Strengthen the partnership with the Women, Children and Senior Citizens Service Directorate of Nepal Police and oversee the implementation of the activities outlined in the Project Cooperation Agreement (PCA) with them.

● Lead the partnership and collaboration with IPSSJ partners as well as other actors within the UN and other agencies to ensure the capacity development activities initiated by MIPP are continued and sustained.

● Lead the safeguarding initiatives of the project and ensure a conducive environment where physical exploitation and sexual abuse incidents (PSEA), if any, are immediately reported.

● Represent UNOPS in the various cluster meetings including the Protection Cluster, GBV Sub Cluster, Gender Based Violence in Emergencies (GBViE) program development.

● Provide necessary technical support and mentoring to the Security and justice associates based in the three provinces.

● Provide technical oversight and guidance to piloting of psycho social accompaniment colleagues based in various districts.

The expert will be based in Kathmandu with frequent visits to MIPP districts. It is expected that the expert will be travelling for 50 % of their time. S/ he has to work with justice and security actors such as Nepal Police other security and justice related organizations and coordinate closely with other IPSSJ partners.

Impact of Results 1. Increased impact of MIPP investments in police infrastructure on the police-community relationship and effective engagement of MIPP in local level partnerships with other IP-SSJ partners 2. Facilitation of a local operating environment conducive to MIPP implementation and adaptation to local context by maintaining cordial relationship between local bodies and MIPP and ensuring feedback loops to central programming decisions 3. Institutionalization of improved police-community dialogue at the local level and feedback loops to other MIPP programme elements such as the Performance Management Strand 4. Representation of UNOPS in IP-SSJ partners activities at field level and awareness of IPSSJ and how MIPP contributes to IP-SSJ among the local stakeholders 5. UNOPS work is known among the development partners as well as government partners through sharing during various cluster meetings. 6. Successful implementation of the PCA with the WCSCSD and the piloting of the social workers to support the WCSCSCs.

The effective and successful achievement of results of the expert depends upon the impacts on the performance of MIPP through local level coordination and community engagement by maintaining a cordial and mutually beneficial relationship with stakeholders to achieve overall IPSSJ objectives.

Education/Experience/Language requirements

a. Education

  • Bachelor’s degree is required. Preferably in Development Studies, Political Science, Sociology/Anthropology, Business Administration, Public Administration or related field is required.
  • A Master’s degree will be considered as an asset and may substitute some of the required years of experience

b. Work Experience - Minimum of 7 years of experience (or less depending on academic credentials) in gender related issues and community engagement methodologies is required; - Experience improving the quality of community-police engagement is desirable; - Experience developing and executing partnership and programme development plans is desirable; - Experience establishing partnerships with local agencies, national & international development organizations, government agency, Police, international NGOs or private sector organizations is desirable; - Experience on report writing is highly desirable; - Prior experience working in project and programme management, international organizations, and international development desirable. Previous experience working with security related organizations is desirable.

c. Language

  • Proficiency in English and Nepali is required
