UNOPS Hub in Amman

The UNOPS Hub in Amman implements projects in Jordan, Lebanon, Iraq, Syria, Turkey, and Yemen, in partnership with bilateral donors, national governments, and other UN agencies. With an established presence across the region, the office runs operations including large-scale procurement, project development, and technical management, and provides financial, human resources, and infrastructure-related services. The functional objective of UNOPS Hub in Amman is to deliver its projects in an efficient and effective manner and in line with the principles, rules and regulations of UNOPS, in order to support the response to the current needs and national priorities in the region.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Background Information - Job-specific

UNOPS is undertaking a series of projects in Yemen, where gender mainstreaming and prevention of GBV are important elements, among them the Yemen Lifeline Connectivity Emergency Project (YLCEP). This project will finance the rehabilitation of lifeline rural access roads in selected cities to contribute toward addressing road access to food and other humanitarian needs, and unemployment, whilst laying the foundation to (i) build resilience to climate change induced vulnerabilities, (ii) decarbonize the transport sector, (iii) create a conducive environment to mobilize private capital and, (iv) address the gender gaps in the sector.

The Gender Mainstreaming Officer will report directly to the Project Manager while referring to the Amman Operational Hub Gender Specialist based in Jordan for technical guidance on gender. The Gender Mainstreaming Officer will liaise regularly with local communities across Yemen. The incumbent will support the implementation of gender mainstreaming and GBV initiatives in the YELCP project. The position requires an experienced person with gender mainstreaming and GBV knowledge and ability, aptitude to provide basic training on gender equality and GBV, as well as data collection and analysis skills.

Functional Responsibilities

Under the guidance and direct supervision of the Project Manager, the Gender Mainstreaming Officer is responsible for performing the following duties:

Technical assistance, documentation and reporting

  • Support the mainstreaming of gender across the YELCP
  • Provide technical support to the project manager in the implementation of the YELCP project gender tag and Gender Action Plan
  • Monitor progress and lead progress reporting on gender mainstreaming and GBV/SEA safeguarding efforts across the project
  • Provide sound contributions to project stakeholders on gender-related activities, including on gender-sensitive engagement of community members
  • Document best practices and lessons learned on gender mainstreaming in the project and share these with relevant actors, including but not limited to the project team and donor/partner

Gender-sensitive communication and capacity building

  • Assist in the revision of project communication material to make sure it is gender-sensitive and addresses gender-related issues as relevant to the YELCP project
  • Promote project-specific awareness raising activities on gender equality and gender-based violence (GBV) for project staff

GBV/SEA safeguarding

  • Support in ensuring that safeguard instruments, including project Environmental and Social Management Frameworks and Plans (ESMF/P), include provisions on promoting gender equality and preventing gender-based violence (GBV) and Sexual Exploitation and Abuse (SEA)
  • Lead the implementation, monitoring and reporting on the project GBV/SEA Prevention and Response Action Plan (GBV/SEA PRAP) as per the requirements of the World Bank
  • Promote the inclusion in the project Grievance Redress Mechanism (GRM) of safe referral pathways for GBV/SEA survivors
  • Build the capacity of all actors responsible for the project GRM on safe referral and the principles of a survivor-centered approach to GBV/SEA

Coordination and knowledge sharing

  • Regularly attend GBV Sub-cluster meetings in Yemen at appropriate levels, to feed into the project priorities
  • Act as the focal point for Gender-related issues related to the YELCP project
  • Undertake any other duty as may be directed by the supervisor

Education/Experience/Language requirements

Education

  • First level University degree (Bachelor's Degree or equivalent) is required. Preferably in Gender Studies, Business Administration, Law or Social Science or any other related field with a minimum of 2 years of relevant experience; OR
  • High school (secondary school) with a minimum of 6 years of relevant experience.

    Work Experience

  • 2 years of Relevant experience in Gender Mainstreaming, Gender Analysis and/or GBV/SEA safeguarding

  • Knowledge of UN policies, procedures and operations would be an asset.

Languages

  • Fluency in both English and Arabic is required
