Travel

The assignment will be largely home-based but where travel to Myanmar is required and viable, UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.

Official travel within Myanmar is currently restricted, but where the need for official travel arises UNDP will make arrangements and cover the associated costs.

Office/Unit Description

UNDP Myanmar is establishing a Civil Society Unit (CSU) as a dedicated structure to provide funding and capacity building and support coordination, networking and advocacy efforts among civil society actors. The CSU is structured in thematic sectors which include human rights, rule of law, access to justice, human rights, housing, land and property (HLP) rights and business and human rights, each with a national Coordinator. In addition, UNDP Myanmar is also setting up the Myanmar Development Observatory, an in-house think tank that will provide research, data analysis, and policy options in the three thematic pillars of Economy, SDGs, and Conflict.

UNDP is seeking a Gender and Social Inclusion Advisor to provide expert advice to UNDP’s Civil Society programme and in particular justice, HLP and human rights related activities in conflict-affected states. The role includes strengthening the integration of gender equality and social inclusion into UNDP’s programming with CSOs, including provision of technical advice and direct capacity building to CSOs and legal aid service providers during project implementation, and technical inputs into research and analysis initiatives in Myanmar.

The position will be based within the newly established Civil Society Unit (CSU) as a long-term technical advisor.

Institutional Arrangement

Reporting line: the GESI Advisor will be supervised by the CSU Manager. Tasks undertaken as agreed in support of the Myanmar Observatory will be managed by the Observatory Manager.

Duties and Responsibilities

Scope of Work

Provide technical advice, strategic advice and coordination support for the CSU and its partners

  • Support effective mainstreaming of gender and social inclusion in civil society programming by UNDP:
    • Provide technical inputs on GESI to strengthen the impact of UNDP’s programming with CSOs
    • Provide technical advice and mentoring for CSU national officers including in the development of strategies and policies
    • Propose, support the design of, or conduct research and analysis on GESI issues, particularly in relation to justice, HLP rights and human rights
  • Provide high quality technical assistance on GESI issues to counterparts:

    • Strengthen CSO implementing partners’ ability to understand and work effectively on GESI issues through a structured capacity development programme
    • Assist them to integrate GESI into their awareness raising programmes and legal assistance at the community level, particularly with displaced populations.

    Provide technical advice for the Myanmar Development Observatory and UNDP’s human rights analysis and reporting

  • Provide technical inputs on GESI in data gathering exercises such as research, mapping, baseline assessments and surveys for the SDG pillar and the governance and human rights cross-cutting themes of the Myanmar Development Observatory

  • Act as a technical liaison on GESI issues with stakeholders within and outside UNDP, including by providing analysis and technical advice as required

Required Skills and Experience

Min. academic education

  • Master’s or Bachelor’s degree in social sciences, human rights, development studies or other related area.

Min. years of relevant work experience

  • Five years (with master’s degree) and Seven years (with bachelor’s) of professional experience working on gender and disadvantaged groups in the fields of human rights, access to justice, and involuntary displacement, with at least three years working in countries affected by conflict or in transition.

Required skills and competencies

  • Experience in designing and implementing training and capacity-building for CSOs in a developing country context, preferably Myanmar.
  • Experience of working directly with CSOs, INGOs, Ethnic Armed Organisation entities and UN agencies.
  • Strong understanding of GESI aspects of HLP and justice issues in emergency, conflict-affected and transitional settings in Myanmar.
  • Experience leading coordination with civil society and development partners.

Desired additional skills and competencies

  • Familiarity with international laws, standards and UN mechanisms addressing HLP rights and broader human rights.
  • Demonstrated ability to produce good quality research and reports.

Required Language(s)

  • Very high standard of spoken and written English is required.
