This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Gender equality is a human right. Women are entitled to live with dignity and with freedom from want and fear. Gender equality is also a precondition for advancing development and reducing poverty. Empowered women contribute to the health and productivity of whole families and communities, and they improve prospects for the next generation.

Gender-based violence (GBV) is a manifestation of gender inequality which is maintained by unequal power structure and relation between women and men. Prevalence of violence against women (VAW) remains high in Viet Nam, yet still unaddressed. The findings from the 2019 national study on VAW showed that nearly 2 in 3 women aged from 15-64 has experienced at least one form of physical, sexual, psychological (emotional and controlling behaviors) and/or economic husband/partner violence at some point in their life, and 31.6% in the last 12 months. The VAW is still hidden when more than 90% did not seek help from public services and half of the women experienced violence told no one about it. The VAW not only have severe consequences for individual woman but also on national economy. The national productivity losses due to VAW are equivalent to 1.81 percent of 2018 GDP in Viet Nam – a significant drain on the national economy.

With financial support from the Department of Foreign Affairs and Trade (DFAT), the Government of Australia, UNFPA has implemented the project “Elimination of violence against women and girls 2021-2025” to establish the model of One Stop Service Center (OSSC) to respond to violence against women and girls in Viet Nam. At national level, the project will contribute to improve public awareness of VAWG, particularly sexual violence, and create an enabling environment for survivors to speak out and seek supportive services. In addition, it will advocate for the Government to ensure the availability of supportive services to GBV survivors. UNFPA will manage the fund and provide technical assistance to the Department of Gender Equality (DGE) of the Ministry of Labour, Invalids and Social Affairs, Department of Family of the Ministry of Culture, Sport and Tourism (MOCST), Viet Nam Farmers’ Union. UNFPA will work in close collaboration with the Ministry of Agriculture Rural and Development (MARD), Ministry of Public and Security (MPS), Ministry of Justice (MOJ), Ministry of Health (MOH) and Civil Society Organizations (CSOs) to implement all activities under the framework of this project proposal.

Within the delegated authority and under the supervision of Programme Specialist - Human Rights and Gender or his/her designated mandated representative(s), the UNV Gender Equality Programme Officer will:

• Support the Gender team and partners in designing innovative communications/digital products for workshops, trainings and project events on prevention and response to Gender Based Violence targeting young people, particularly men and boys. • Support to develop and implement innovative initiatives that promote the application of technology in communication on ending GBV. • Assist to draft and review the completion of English documents (e. g study reports; training manuals and other relevant documents) and when required, draft the technical inputs including information collection, analysis of data. • Support to collect human stories of the project or documentation of good practices and project results as required. • Participate in appropriate learning and knowledge management activities conducted at national level and at the Country Office. • Participate in activities of the One UN Gender Thematic Group if relevant. • Any other related tasks as may be required or assigned by the supervisor.

Results/expected outputs:

• As an active UNFPA team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNFPA and its beneficiaries in the accomplishment of her/his functions, including: • An individual work-plan is prepared on monthly basis and shared with the Programme Specialist - Human Rights and Gender. . • Report on delivery of results on a monthly basis following work plan under this assignment as agreed between the UNV and UNFPA. • Quarterly and technical meetings among Implementing Partners (IPs), DFAT and UNFPA documented. • News on DFAT project’s activities drafted to share in UNFPA’s social media.

development agencies or other relevant programmes at the national level; experience with GBV prevention is an asset, as is experience working in the UN or other international development organization; • Fluency in English and Vietnamese. Knowledge of other languages is an asset; • Excellent oral and written skills; excellent drafting, formulation, reporting skills; • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Sound security awareness; • Have affinity with or interest in gender, GBV prevention, volunteerism as a mechanism for durable development, and the UN System.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.

-National UN Volunteer Specialist receives approximately USD 847.92 as Monthly Living Allowance. -Provided with assignment travel cost and entry lumpsum if applicable. -Enrolled in health, life, disability insurance. -Applicable dependents (primary family unit, up to 3) are eligible for health insurance. -Entitled to annual leave, 2.5 days per month. -Provided with exit lumpsum to support transition at the end of assignment.
