Her Health and Dignity, Our Priority: Strengthening Services for Survivors of Gender-based Violence.

With support from Zonta International, UNFPA Asia Pacific Regional Office is leading a project to enhance the quality of services available to women experiencing violence and the coordination between service providers in a number of countries in Asia and the Pacific. Phase I of the project will conclude in 2023 while Phase II is expected to conclude in 2024. Outcomes:

Under the supervision of UNFPA Asia Pacific Regional Office GBV Advisor, the UN Volunteer GBV Prevention and Response Officer will provide technical and related strategic programme support to countries in the region to strengthen their policies and programmes to prevent and respond to GBV across the continuum of development and humanitarian settings.

  1. Programme and Technical Support:

a. Support the day to day coordination of Zonta funded GBV project with a particular focus on meeting project management deadlines, brokering technical support and facilitating knowledge management. b. Provide technical support to Country Offices in implementation international guidelines and standards for GBV prevention and response c. Facilitate Country Office GBV programme strengthening on disability inclusion in line with international standards and guidelines. d. Support regional and country level trainings and learning sessions on GBV programming tools, new resources and evidence. e. Maintain a regional mapping of country data on GBV laws, policies, interventions for prevention and response and GBV referral pathways f. Undertake any other duties/travel as required by the APRO Gender Team/Senior Management.

Evidence and knowledge development and management:

a. Under the supervision of GBV Advisor , organize a series of learning sessions and other peer to peer exchange opportunities between and among APRO and CO gender teams in order to build capacity and develop a network of experts on GBV in the region. b. Facilitate thematic sub-groups with Country Office GBV focal points on disability inclusive GBV programming, evidence informed programming, GBV data, referral mechanisms, among others. c. Prepare monthly e-bulletin on latest resources, capacity building opportunities, research and evidence, tools and good practices on addressing GBV in development and humanitarian settings. d. Provide support in the analysis and synthesis of substantive trends, emerging needs and research findings in the region in the area of GBV in development and humanitarian settings.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

  1. Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  2. Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  3. Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
  4. Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  5. Assist with the UNV Buddy programme for newly-arrived UN Volunteers;
  6. Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/expected outputs:

 As an active UNFPA team member, efficient, timely, responsive, client-friendly and high-quality support rendered UNFPA and its beneficiaries in the accomplishment of her/his functions, including:  Be conversant with the international normative guidance, data and evidence, tools and resources related to GBV prevention and response in both development and humanitarian settings.  Understand key opportunities and challenges related to advancing gender equality and addressing GBV across humanitarian and development settings in Asia and the Pacific region.  Understand principles and approaches for policy and programme interventions at country level to prevent and respond to GBV in development and humanitarian settings.  Understand the structure and functioning of the regional office and be conversant with programme planning, implementation and monitoring.  Have experience working in interagency mechanisms and for a and have developed an understanding of UN interagency coordination and joint programming.  During the course of the assignment, every effort will be made to ensure that the GBV Prevention and Response Officer has the opportunity to participate in internal trainings and where possible and relevant, to undertake country missions.  Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment  A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

social sciences or related fields with specialized knowledge in the field of gender and development, social work, public health.  Experience in development, design and implementation of gender related programmes, particularly those related to GBV in developing countries.  Prior experience in Asia Pacific region is desirable.  Excellent writing, analysis and communication skills.  Strong analytical orientation and sound judgement, initiative and resourcefulness.  Demonstrated ability to work harmoniously with staff members from different national and cultural backgrounds

The duty station will be Bangkok, Thailand. Bangkok is a highly developed modern city with excellent accommodation that includes single house, apartments etc. The cost of living in Bangkok perhaps compared to some of the other capital cities in Asia is relatively high but still low compared to the Europe and North America. Health facilities and services are among the best in Asia and often many people from various countries visit Bangkok for seeking medical services. Travel to and from Bangkok is easy as there are many daily flights connecting Bangkok with major cities in the world.
