Purpose of Activity/Assignment

UNICEF South Sudan has extended its partnership for the GBV prevention and response through the Communities Care Programme (CCP) in South Sudan. In addition to the continued implementation in areas that have been previously reached, new locations have been selected for extension of the programme and the implementing partners need coaching for successful implementation of the strategy. The ECHO funding is supporting the Communities Care model to be used to involve women and girls in decision making and empower communities with skills in preventing violence against women and girls by transforming norms for safety of their communities and mitigate risks of GBV in other humanitarian programmes

Main Duties and Responsibilities:

1. Provide technical support on GBV prevention, risk mitigation and response programming to UNICEF sections and implementing partners:
   1. Support child protection section planning processes to ensure GBV is reflected in child protection operational plans and tools.
   2. Support UNICEF implementing partners to carry out GBV prevention, response, and risk mitigation activities
   3. Working with section colleagues in Child Protection and implementing partners to provide regular update on GBV database and ensure quality of data.
   4. Conduct trainings for UNICEF and partner staff on integration of GBV risk mitigation and gender sensitivity in their programming.
   5. Participate in programme review/annual review
2. Enhance the capacity of UNICEF staff and child protection partners to report and respond to GBV in emergencies:
   1. Provide technical support and monitoring for the implementation of UNICEF South Sudan GBV action plan.
   2. Strengthen UNICEF partner capacities to provide quality services for women and children
3. Strengthen GBViE programming in South Sudan CO for efficient and effective delivery of services to affected populations:
   1. Contribute to resource mobilization activities, draft reports, project proposals, drafting of advocacy material and other relevant documents as required.
   2. Review and consolidate monthly narrative and quantitative reports from implementing partners
   3. Support updating of the Sitrep
   4. Participate in programme review/annual review
   5. Support in preparing communication and information materials to promote awareness and advocacy
4. Support the implementation of Safety Perceptions

Develop a comprehensive report on findings on safety perceptions of women and girls

1. Develop, review and consolidate the safety perceptions concept note and assessment tool in coordination with Child Protection, GBV, WASH, Nutrition and other sectors involved, ensuring feedback from all sectors is incorporated.

2. Lead the safety perceptions exercise to assess access to and perceptions of safety of Child Protection, and GBV, WASH, Health, Education and Nutrition services and physical spaces through the use of Focus Group Discussions (FGDs) and individual assessments in five states in South Sudan.

3. Support Implementation of multi-sector Safety Audits

   1. Take a coordination role to bring together CARE, CINA, GBV AoR, CP AoR and UNICEF to ensure timely and quality data cleaning and analysis
   2. Support the consolidation of the Final Multi-Sectoral Safety Audit Report
4. Provide technical guidance and operational support to Implementing Partners, UN agencies, Country office partners/ Donors and GBV/Child Protection sub clusters on understanding and application of Communities Care programme
   1. Provide regular capacity building initiatives
   2. Collect, consolidate, and share evidence of programme achievements and key lessons
   3. Support advocacy efforts for the programme
5. Support capacity building of partners, and stakeholders on GBV core concepts, and other GBV related topics
   1. Develop training material for various sectors
   2. Participate in capacity building of Implementing partners, Cluster and Sub-clusters, partner Agencies and other stakeholders

6. Administrative and operations support:

7. support with partnerships processes: UNPP, partner selection, PD development

8. Programmatic Monitoring Visits (PMVs) and programme monitoring

Scope of Work:

The crisis in South Sudan remains complex and protracted with both acute and chronic needs being experienced at varying levels across 78 counties in the country. The multidimensional crisis is characterized by violence, severe food and nutrition insecurity, diseases outbreaks, economic upheaval, and seasonal flooding. Nearly 4 million people remain displaced by the humanitarian crisis, 1.5 million internally and more than 2 million seeking refuge in neighboring countries

Gender-based violence is one of the most critical threats to the protection and wellbeing of women and children in South Sudan. While full magnitude of GBV is unclear, studies indicate that some 65 percent of women and girls have experienced physical and/or sexual violence in their lifetimes. Conflict and natural disasters like flood exacerbate GBV in South Sudan as displacement and hunger leads to more vulnerability and destruction of social structures.

UNICEF through CSO partners and the Government of South Sudan at national and sub-national levels supports gender-based violence prevention, response, and risk mitigation efforts throughout the country. The consultant will support capacity development for partners and government counterparts to improve delivery of GBV prevention and response services as well as supporting in coordination and reporting

In addition, GBV risk mitigation is both on the global and country level priorities and with observed gaps in capacity of partners in data collection and reporting. Safety Audits, training of clusters, implementing organizations and other stakeholders are key areas of deliverables/ support from the consultant. The consultant will also take in account COVID19 prevention and response including guiding partners in adoption of programming measures that not only ensure continuation of service provision but also takes into consideration preventive measures in line with WHO and Government COVID19 guidelines

Work Assignment Overview

Prepare and inception report

Support partners implementing the Communities Care programme, through focused capacity building, development of tools and templates to collect evidence and field visits

Conduct Joint trainings on Communities Care programme

Review project Documents and activity reports and provide timely feedback on implementation

Support the development of GBV guidance note

Regularly support reporting requirements for the section including donor reporting, sitrep,

Support GBV Risk Mitigation and integration activities with sections

Support the Information management of GBViE programme

Support partnership processes

Programmatic visits

Minimum Qualifications required:

Advanced university degree in Sociology, development studies, Human Rights, psychology social work or any other relevant field

Knowledge/Expertise/Skills required:

1. Proven working experience in child protection preferably UN or International Organizations
2. 5 years working experience in emergency contexts preferably as UN or NGOs.
3. Experience in working in South Sudan is desirable
4. Fluency of English both written and Oral skills
5. Understanding of Child Protection standards and guidelines
6. Knowledge of GBV prevention and response including familiarity with social norms transformation modality of Communities Care Programme
7. Excellent facilitation skills
8. M&E experience and knowledge on qualitative data analysis
9. Knowledge of relevant computer systems MS package

Payment Schedule

Payment will be done monthly upon delivery of key task and submission of all necessary reports as stipulated in the detailed Terms of Reference.
