The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened an area office in Cox’s Bazar, and a main office in Dhaka.

POSITION PROFILE

The GBV Manager is responsible for overseeing the GBV program implemented by DRC within the Rohingya humanitarian response, and s/he is based in Cox's Bazar. The GBV Manager will have direct responsibility for implementing GBV activities and supervising GBV staff in specific locations within the camps and host community sites. The role will also involve conducting regular monitoring missions to these locations. The GBV Manager serves as the main point of contact for DRC in engaging with relevant actors on GBV and coordinating mechanisms at the state level, including the GBV sub-sector in Cox's Bazar. Additionally, the GBV Manager maintains a direct communication line with the Protection Coordinator.

DUTIES & RESPONSIBILITIES

Programme Management

  • Contribute to the design of GBV projects under the guidance of the Protection Coordinator and be responsible for planning and timely implementation of GBV protection activities, ensuring adherence to DRC policies and procedures.
  • Ensure that GBV principles and guidelines are known and strictly followed by all GBV staff, and that GBV activities are always implemented in accordance with international standards.
  • Take overall responsibility for the rigorous application of project cycle management standards to achieve program quality in design, implementation, and monitoring. This includes strengthening data collection, conducting in-depth reporting and analysis, monitoring accountability initiatives, and documenting the impact of DRC's presence in the field.
  • Initiate prevention and response activities based on community recommendations.
  • Provide specialized training for staff, including but not limited to case management, GBVIMS, PSS, GBV mainstreaming, and GBV prevention approaches for the community.
  • Work with the Technical Coordinator, PDQ Manager, and other Program team members to contribute to new project development, including the preparation of narrative and budget proposals.
  • Lead the team in preparing detailed work plans and conduct regular project reviews.
  • Ensure timely and high-quality preparation and delivery of weekly, monthly, quarterly, and annual progress and donor reports.
  • Actively collaborate with colleagues from protection, CCCM and ErRec to seek program synergies and ensure comprehensive assistance to persons of concern.
  • Spearhead all PSEAH-related campaigns/sensitizations and build the capacity of GBV staff and partners on SEAH. Actively participate in the interagency PSEA Taskforce at the Malakal level, jointly with the Protection team.

Budget Management

  • As the budget holder for GBV projects, approve financial and procurement transactions within DRC set guidelines, ceilings, and donor contractual agreements.
  • Compile monthly budget forecasts for the GBV project and track budget expenditures to ensure timely utilization of funds in line with work plans and implementation schedules. Adjust budget forecasts when needed.
  • Guide the team in preparing procurement plans for GBV project activities and coordinating with logistics personnel.
  • Track procurement plans on a weekly and monthly basis.

People Management

  • Take overall responsibility for managing GBV staff, ensuring positive and collaborative working relationships in line with DRC's Code of Conduct. Assess staff capacity and provide relevant training or coaching as needed.
  • Mentor and supervise a team of staff providing GBV prevention and response services, ensuring quality control.
  • Initiate and lead the recruitment of GBV program staff, ensuring that competent personnel are recruited in coordination with the HR department.
  • Conduct performance planning and appraisal for staff, identifying areas for capacity building, training, and nationalization. Contribute actively to the evolution of the country office nationalization strategy and policies.
  • Conduct GBV protection staff skills needs assessments, prepare annual capacity building and training plans in consultation with the Head of Program and Protection Coordinator, and oversee plan execution.
  • Ensure timely and effective staff recruitment and induction processes. Regularly review staffing structures and staff deployment plans, ensuring appropriate gender balance, sensitivity to ethnic contexts, and expanding opportunities for nationalization.
  • Strengthen the capacity of the GBV team and empower them to address issues and take the lead on specific activities.
  • Support HR in ensuring all staff are well-versed in DRC's Code of Conduct, accountability, respectful dialogue with IDPs, and the prevention of sexual exploitation and abuse.

Coordination and Representation

  • Represent DRC and actively participate in the GBVSS and other meetings relevant to GBV issues.
  • Liaise with partners, local authorities, and communities when it serves the program objectives in the area of protection/GBV.
  • Work closely with stakeholders in the camps and host community (Child Protection, WASH, FSL, Education, Health, etc.) to mainstream GBV in all sectors and ensure the safe referral and response to protection concerns.
  • Share monthly GBVIMS reports.
  • Establish strong communication lines for information and experience sharing with protection teams.
  • Collaborate with other protection and humanitarian actors to mainstream GBV in other sectors.
  • Monitor and analyze major GBV concerns and advocate with relevant stakeholders to mitigate risks.
  • Perform other relevant duties assigned by the Protection Coordinator or Head of Program.

Safety

  • Comply with all global and location-specific safety rules, policies, and procedures. Report safety incidents, near-misses and other relevant information to the safety team as shall be briefed during onboarding. Failure to adhere to these will be considered a disciplinary offence while it may also leave you, your colleagues and DRC Bangladesh, at risk.
  • Ensure team members’ safety while they perform duties on behalf of the organization. Be proactive and take the highest level of precautions for safety and seek support from the safety team or the SMT if required.

SKILLS AND EXPERIENCES

  • At least 5 years of working experience with international humanitarian programs and project management, preferably within the Rohingya humanitarian response, within the field of Gender-Based Violence.
  • Proven advocacy skills and experience in engaging on protection issues within the humanitarian infrastructure. Knowledge and experience in engaging the sector system or coordination mechanisms in refugee camps.
  • Experience conducting GBV trainings and case management trainings for staff.
  • Proficiency in using the GBV Information Management System.
  • Knowledge of GBV prevention tools and initiatives is an advantage (SASA! Emap, etc.).
  • Experience in project cycle management, including proposal writing, budget management, and donor reporting.
  • Excellent computer and IT skills, along with strong protection data management skills.
  • Strong communication and writing skills.
  • Demonstrated team leadership and conflict resolution skills. Cultural sensitivity, consensus team building, and adaptability are considered strong assets.
  • Ability to rapidly analyze complex issues, make informed decisions, and translate programmatic learning and priorities into operational strategies.
  • Excellent interpersonal skills, cross-cultural communication abilities, and ease in managing a multi-ethnic team.
  • Proficient in team leadership, conflict resolution, consensus team building, and adaptability.
  • Experience delivering programs within tight deadlines.
  • Fluency in written and spoken English, Bengali, and Chittagonian languages.

EDUCATIONAL QUALIFICATIONS

  • Post-graduate degree in Psychology, Social work, Law, or similar area.
  • Certification as a psychosocial counselor will be an advantage.
