ACAPS, a project hosted by NRC, is looking for a Gender-Based Violence (GBV) expert (consultant) to conduct an in-depth research to understand the GBV in humanitarian crisis and conflict situations in Colombia.

Purpose

The purpose of the consultancy is to conduct an in-depth research and analysis to understand the GBV which disproportionately affects girls, young women, and women in humanitarian crisis and conflict situations in Colombia. It will identify and analyze the key gender inequalities, issues and constraints and existent humanitarian responses. The analysis will contribute to identify and explain the gender gaps between men and women that belong to the following groups: rural/urban inhabitants, Afrodescendant and Indigenous peoples. It will be used to identify the relevance of gender norms and power relations in a specific context (e.g., country, geographic, cultural, institutional, economic, etc.).

The specific objectives are:

  • Define and explain what is meant by gender-based violence and its evolving nature particularly in humanitarian contexts where girls and woman are most at risk.
  • Identify and conduct analysis of existing mechanisms for the prevention and protection of women and girls from GBV in humanitarian and conflict situations.
  • Carry out a direct and secondary effects' analysis (primary data) by including interviews with key informants, surveys and brainstorming conversations with MIRE, UN agencies, and INGO humanitarian responders to better understand the changes provoked already by the conflict.
  • Establish evidence base on the socio-economic impact of the humanitarian crisis to better understand the impact of gender inequalities, particularly in girls, young women and women, their livelihoods, coping mechanisms, access to basic services and physical security.

Minimum Qualifications required:

  • Formal education in economics, political science, humanities, or other relevant studies
  • Over 6 years' experience of conducting conflict analysis and/or research on the impact of conflict and/or humanitarian crisis, particularly on women.
  • Demonstrated experience in conducting similar research and design activities in socio-economic research or evaluation of programs and politics domains
  • Considerable professional experience of working in Colombia with a clear understanding of traditional forms of social organization and systems of local governance, as well as official systems of local administration.
  • Demonstrated experience conducting consultative research, data collection and preparing context analysis and analytical reports.
  • High written level of competence in English and Spanish

Timeframe

Detail work plan will be developed between ACAPS and the consultant. However, the whole assignment from Phase 1 – 3 to be completed within 2 months from start date tentatively 16th January – 22nd March 2023.
