Under the overall guidance of the Deputy Representative and direct supervision of the Technical Advisor, Gender Equality, the UN Volunteer assists in the formulation, implementation, monitoring and evaluation of the UNFPA Country programme’s work on gender-based violence (GBV) and harmful practices to ensure that the outcomes realized are in line with the Government, United Nations Sustainable Development Framework (UNSDCF), UNFPA’s 9th Country Programme Document, both of which include strong commitment to align its activities to ensure that no one is left behind and reaching the furthest behind first.

The Programe Specialist will contribute to a technical team working on gender; adolescent and youth; maternal health, SRHR and family planning; and humanitarian; and will serve as a technical resource on Gender Equality and Women’s Empowerment in general, and specially in relation to GBV and harmful practices. He/she is instrumental in facilitating programme/project implementation using and developing appropriate mechanisms and systems and ensuring compliance with established procedures.

The Programme Specialist is expected to assist the Tanzania Country Office to support the oversight and coordination of the GBV and harmful practices programme covering both mainland Tanzania and Zanzibar. The programme is presently scaling-up efforts to address GBV and harmful practices, including Child Marriage, Female Genital Mutilation and Teenage Pregnancy contributing to the overall Government of Tanzania’s National Plan of Action to End Violence Against Women and Children; and the Revolutionary Government of Zanzibar’s National Plan of Action to End Violence Against Women and Children, and with a strengthened focus on the furthest left behind populations such as adolescent girls, persons with disabilities, urban poor, and refugees.

Within the delegated authority and under the supervision of UNFPA Technical Advisor – Gender Equality or his/her designated mandated representative(s), the Programme Specialist will provide the UNFPA country office staff and the implementing partners with technical assistance and advice for strengthening the programme implementation. This will include:

•Contribute to the development and implementation of a Gender Equality and Women’s Empowerment Strategy for the Country Office with a clear focus on integration of GBV and harmful practices across all Country Programme outputs. •Assist in the development, implementation, and management of the GBV and harmful practices programme, including preparations and review of annual work plans, results matrix, financial and analytical reports. •Ensure the collation, dissemination and use of strategic information and data on GBV and harmful practices in general and specifically for the furthest left behind populations to guide UNFPA colleagues and counterparts in their planning, implementation and monitoring and evaluation. •Facilitate advocacy messages, user-friendly and accessible communication on emerging gender related issues, including GBV, Teenage Pregnancy, Child Marriage and Female Genital Mutilation. •Ensure the periodic documentation and dissemination of lessons learned and best practices from the GBV and Harmful practices programme and other gender equality-based interventions supported by UNFPA. •Support the strengthening of UNFPA’s work on social behavior change communication through support to the design of comprehensive and evidence-based community based campaigns and mobilizations, awareness raising using social media, inter-personal and mass media approaches to mobilize social structures at national and community levels including change agents, men and boys, organizations of PWDs, youth and women led-organizations, religious and traditional leaders and other community gate keepers to address socio-cultural barriers towards SRH and GBV prevention and response. •Support the coordination with other partners, including UN Agencies, Development Partners and Government Counterparts on Gender Equality and Women’s Empowerment, including GBV and harmful Practices through the UN Sustainable Development Cooperation Framework Working Groups and Development Partners’ Group on Gender. •Provides logistical support to country programme by coordinating review meetings and other programme related workshops and events. •Contribute to the resource mobilization for the GBV and harmful practices programme by taking part in writing concept notes and proposals.
•Represents UNFPA at national and international gender equality and women’s empowerment forums as appropriate. •Keep self-updated on developments in assigned areas of work and serve as a resource for the office by regularly communicating and interacting with colleagues and partners. •Any other task as assigned by the supervisor
