Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world.

Women CSOs play a key role in enhancing community and citizen participation, while delivering services to people. Strong, effective, and empowered women-CSOs are also key actors in advancing the social, cultural, and economic development for some of the most vulnerable and marginalized groups.

Quantified gendered data on the status of W-CSO impacted by the double crises shall be collected and analysed to ascertain the trends on the actual condition of W-CSO in Myanmar. The rationale of this trend analysis is to provide the UN and development partners operating in Myanmar information on the conditions, needs, gaps, challenges that W-CSOs face to deliver on their mandate of supporting marginalised and vulnerable women, men boys and girls in Myanmar.

Objective of the consultancy.

Under the direct supervision and guidance of the Gender and Governance Programme specialist, the Gender and Statistics Expert will be responsible to design, pilot and analyse the survey, provide technical inputs to the survey firm and consequently present the results of the survey and data in the form of an analytical report.

Duties and Responsibilities

In accordance with UN Women guidelines, the consultant will:

  • Work with the data collection firm (Implementing Partner) and UN Women’s Team to guide the survey design, data collection, data analysis and report writing,
  • Provide overall technical support to the data collection firm (Implementing Partner) and UN Women team on a survey by leading the design and implementation of the survey,
  • Provide technical support for the development of the scope of work, which will include guidance with sampling, questionnaire design, training procedures, quality assurance, editing, cleaning, production of survey weights and how to minimize attrition in the panel. Analyze the microdata, generate summary statistics, and periodically update the work plan of the survey as the study progresses,
  • Analyze data and report against the TORs of the study,
  • Ensure quality of the (or supervise) data collection firm (implementing partner) by periodically reviewing and following up on the work being undertaken by the implementing partner,
  • Throughout the study cycle, manage and technically guide the implementing partner on every aspect of the research study.

The consultant will be paid against completion of each satisfactory deliverable after it has been reviewed and certified by the UN Women’s Head of Programmes/Deputy Country Representative and in accordance with UN Women policies and regulations.

Required Skills and Experience

Qualifications

Education

  • Master's degree in in statistics, mathematics, economics or related discipline is preferred;
  • Bachelor's degree in economics, statistics, mathematics, econometrics or related discipline, plus two years of work experience may be accepted in lieu of a Master’s degree.;

Experience

  • Minimum 2 years of experience on survey design, microdata analysis, research design and development, report writing and monitoring; Master level education preferred;
  • Proven record of work on similar projects; track record of managing surveys and research studies of complex engendered nature with detailed reporting requirements;
  • Excellent command of STATA, SPSS and/or other data analysis software;
  • Experience of working with and in collaboration with UN Agencies, especially UN Women, will be an asset;
  • Proven ability to work with diverse stakeholders and partners, including civil society and grassroots organization to ensure harmonized reporting systems across diverse stakeholders.
  • Good experience of converting the reporting materials into knowledge products for wider audience.

Language Requirements

  • Fluency in English is required.

  3. A brief technical proposal with the proposed methodology for undertaking this assignment, along with a brief work plan with timelines.
  4. Samples of similar work undertaken in the past (at least two) that demonstrate strong technical skills in gender, gender mainstreaming, gender analysis and/or youth engagement for gender equality.
  5. Financial proposal or price proposal that indicates a daily rate (in USD) to undertake the terms of reference, and other related costs -if applicable-. Applications submitted without a daily rate will not be considered.
  6. The contact details of three referees.

    Applications without financial proposal will be treated as incomplete and will not be considered for further assessment.
