Organizational Setting

FAO is a partner agency of the Global Environment Facility (GEF), to address the world’s most challenging environmental issues related to biodiversity, climate change, land degradation, chemicals, and international waters. GEF provides grants to countries to meet these challenges whilst contributing to key development goals, such as food security.

In this context, FAO India is currently initiating the implementation of the “Promotion of Sustainable Food Systems in India through Transforming Rice-Wheat Systems in Punjab, Haryana, Odisha and Chhattisgarh” Project under the GEF -7 cycle. This five-year project will focus on four states (Punjab, Haryana, Chhattisgarh and Odisha). The project will: 1) result in major global environmental benefits in terms of reduced land degradation, biodiversity loss and greenhouse gas emissions; 2) provide the country with win-win benefits in terms of improvements in the environmental sustainability of food systems and the income and resilience of farmers, and; 3) generate additional benefits for other food system stakeholders such as improved access to safe and healthy food and to employment opportunities.

Reporting Lines

Under the supervision of the FAO Representative in India (FAOR), and direct supervision of Project Coordinator, the Gender and Social safeguards Specialist will undertake the following duties

Technical Focus

Expertise in Gender and Social Inclusion.

Tasks and responsibilities

The incumbent will undertake the following duties:

• Develop overall Gender Strategy as the roadmap for mainstreaming gender concerns and gender equality throughout all project activities • Ensure Gender-sensitive planning • Ensure Gender-sensitive methodology • Ensure Gender sensitive Budget • Ensure Gender-disaggregated data • Design multi dimensional gender inclusive M&E methodology • Build Capacity • Incorporate Gender indicators • Ensure Lessons from the programme will be used to provide policy recommendations and areas where further research and interventions may be needed. • Undertake advocacy activities the importance of gender mainstreaming as a critical tool for promoting sustainable agricultural practices and promoting the livelihoods of marginal farmers.

On Indigenous Peoples’ issues:

• Ensure that the project is implemented as per FAO’s FPIC manual (and the FAO Policy on Indigenous and Tribal Peoples • Design a plan for the implementation of Free, Prior and Informed Consent throughout the project, to be included in the project wok plan. • In consultation with FAO’s Indigenous Peoples Team, ensure the implementation of the six FPIC steps • In consultation with FAO’s Indigenous Peoples Team, compile and regularly update a report to document the progress and outcome of each step of the FPIC process. • Any other work assigned by PD/ AFAOR

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Master’s of Arts in Gender Studies, Sociology / Social Work / Social Inclusion and related field. • 5 years of relevant experience in in managing gender related issues with responsibilities as described above. • Working knowledge of English (both written and spoken). • National of India.

Technical/Functional Skills

• Good Knowledge of FPIC; • Good Knowledge of Gender inclusive M&E and Gender Budgeting • Good Knowledge of Gender indicators • Good communication, reporting and presentation skills in English (both written and spoken). • Ability to work in multi-disciplinary and multi-cultural teams and handle stress.
