Organizational Setting

The Global Environment Facility (GEF) has approved the Government of India’s GEF6 Green-Ag. The project is titled, “Green-Ag: Transforming Indian agriculture for global environmental benefits and the conservation of critical biodiversity and forest landscapes”.

Therefore, the project objective is to catalyze transformative change for India’s agricultural sector to support the achievement of national and global environmental benefits and conserve critical biodiversity and forest landscapes. The project is organized around two components. The first component strengthens the enabling framework and institutional structures to mainstream biodiversity (BD), sustainable land management (SLM), climate change mitigation (CCM) and sustainable forest management (SFM) policies, priorities and practices in India’s agricultural sector. The second component demonstrates replicable “Improved agricultural and conservation practices” for sustainable production, resilient livelihood advancements, habitat improvements, and delivery of tangible BD, LD, CCM, and SFM benefits.

The project works at the national, state and pilot site levels. The project’s five demonstration states are: i) Madhya Pradesh, ii) Mizoram, iii) Odisha, iv) Rajasthan and v) Uttarakhand. Site-level project effort focuses upon high conservation priority landscapes (e.g. protected areas) within each of these states.

Reporting Lines

Under the direct supervision of the Officer-In-Charge in India and the guidance of the Project Director, the NPMU Gender and Social Inclusion Specialist will undertake the following duties.

Expertise in Gender and Social Inclusion.

Tasks and responsibilities

  • Undertake and support Gender Analysis: A gender analysis will be conducted in relation to the sectors of intervention (e.g., a gender perspective in forest resources management; gender roles in biodiversity conservation; gender roles in rain-fed agriculture; gender roles in tribal communities). The gender analysis should be part of the situational analysis.
  • Develop overall Gender Strategy and Gender Action Plan: The gender analysis should inform the drafting of the Gender Strategy, which will be the roadmap for the Gender Action Plan for mainstreaming gender concerns and gender equality throughout all project activities.
  • Ensure Gender-sensitive planning: The planning will define objectives, outcomes and outputs, and activities in terms of how they will contribute to addressing the needs of women and men, taking into account existing social and gender inequalities, and discrimination.
  • Ensure Gender-sensitive methodology: The participation of women in all components of the programme, including the programming and M&E process, shall be ensured taking into account the specific socio-cultural context in which the project will be implemented. Proactive measures shall be taken to overcome barriers to participation and access to benefits.
  • Ensure Gender-sensitive Budget: Sufficient budget shall be earmarked to fund all of the above measures.
  • Ensure Gender-disaggregated data: The programme will collect gender-disaggregated data, including for baseline data. The M&E methodology shall be designed to capture effectively the gender dimension of the programme.
  • Build capacities of Gender specialists at each landscape: Each landscape has recruited a gender specialist in charge of gender mainstreaming within the project. The senior gender specialist at NPMU will be in charge of coordinating the activities at the level of the programme so as to ensure coordination, monitoring and reporting.
  • Build Capacity: Sensitization and capacity development activities will be planned for the programme’s team and partners to conduct gender analysis and gender mainstreaming, in addition to capacity development and leadership training for women.
  • Ensure strong Partnerships: Gender-sensitive partner organizations shall be chosen to support the implementation of the activities.
  • Incorporate Gender indicators: Gender-sensitive indicators will be used to measure how programme outputs have affected women and men; how women and men have contributed to addressing the issues and achieving the expected outcomes; and to what extent the programme has equitably addressed both women and men’s needs.
  • Ensure that the project is designed and implemented as per FAO’s FPIC manual and the FAO Policy on Indigenous and Tribal People.
  • Design a plan (work plan and budget) for the implementation of Free, Prior and Informed Consent throughout the project, to be included in the project work plan.
  • In consultation with FAO’s Indigenous People’s Team, ensure the implementation of the six FPIC steps within the project.
  • In consultation with FAO’s Indigenous People’s Team, compile and regularly update a report to document the progress and outcome of each step of the FPIC process.
  • Coordinate with the project M&E expert to assist in data collection for baseline, mid-term and end-term evaluations and for reporting on the GEF tracking tool for the five project landscapes.
  • Provide relevant technical guidance to the project as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Master’s Degree or equivalent in Social sciences, Rural Development or other relevant disciplines.
  • At least three to five years of relevant experience in environmental and social protection projects and demonstrable experience in development projects.
  • Working knowledge (level C) of English.
  • National of India.

Technical/Functional Skills

  • Experience in analyzing and integrating gender dimensions in an organization’s policies and programmes, particularly in the context of agriculture, rural development, food security and nutrition.
  • Knowledge of FAO’s Environmental and Social safeguards and risk management.
  • Knowledge of gender analysis, gender-sensitive needs assessment and experience in developing and carrying out training sessions on socio-economic and gender aspects of agriculture and rural development.
  • Knowledge and expertise in mainstreaming gender equality and women’s empowerment concepts and approaches;
  • Experience and knowledge of capacity development programmes and tools.
  • Experience in working on projects financed by International Financial Institutions (World Bank, IFAD, Asian Development Bank etc.).
