Background

Background: UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments to gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

The Food e-card component, under the National Poverty Targeting Program (NPTP), is the first Government-led social assistance/cash transfer programme in the country and provides additional food assistance to the poorest NPTP Lebanese households (over 15,000, with an anticipated at least 50,000 in 2021). The purpose of the NPTP Food e-card component is to increase the resilience of vulnerable Lebanese households by providing food assistance, redeemed at any of WFP’s contracted shops across Lebanon (approximately 442) as a value voucher to buy food items. There remains much opportunity to strengthen the gender responsivity, social inclusion and protection dimensions of the NPTP. Moreover, the lack of a fully functioning Grievance Redress System (GRS) for the NPTP has created protection and gender gaps, as it is an essential tool for promoting transparency and accountability, improving service delivery and enhancing the overall effectiveness of the programme. Prevention against Sexual Exploitation and Abuse (PSEA) remains a critical area that must be strengthened in the NPTP.

The need to strengthen the gender responsiveness, social inclusion and protection dimensions is not limited to the NPTP but also applies to all social protection programmes and cash-based interventions (CBIs) being rolled out in Lebanon targeting both host and refugee communities. Social protection schemes and CBIs should programmatically seek to adopt agendas that aim at mainstreaming gender into their programmes through gender and social inclusion mainstreaming and capacity building. Here, there is scope for UN Women to support the development and strengthening of such policies, projects, programmes and modalities and provide technical support to national and international stakeholders and their partners to oversee their implementation

Duties and Responsibilities

Under the supervision of the Women’s Economic Empowerment (WEE) Programme Manager, UN Women is recruiting a competent Field Officer to provide substantive support to the implementation and evaluation of UN Women`s interventions on social protection, while contributing to the research, administrative, financial, and operational tasks of these programs. He/she will also provide support to the direct capacity building and trainings conducted to MoSA staff and other strategic partners pertaining to gender and social inclusion.

Responsibilities: Provide field-level technical support on issues of gender and social inclusion to the NPTP and other CBIs in Lebanon

  • Support the implementation of the Gender and Protection action plan for the NPTP and other CBIs, and provide day-to-day technical support to partners.

Provide direct capacity-building support to national and international stakeholders and partnersimplementing the NPTP and other CBIs in Lebanon

  • Support the identification of knowledge and implementation gaps and possible solutions on issues of gender, social inclusion, and protection;
  • Facilitate capacity building of partners and coordinate and facilitate technical/ programming support and training to partners as needed, specifically on issues of gender equality, sexual and gender-based violence, and protection against sexual exploitation and abuse.

Provide field monitoring and reporting on the programme, respective to gender and socialinclusion

  • Conduct weekly field visits to distribution points, the Ministry of Social Affairs (MOSA) social development centers, communities, and other identified locations to monitor assistance provision;
  • Monitor progress on programme activity, results and indicators;
  • Monitor the implementation of proposals by responsible partners;
  • Provide inputs to quarterly reports, donor reports and other reports on outputs, results and outcomes.

Provide inputs to advocacy, knowledge building and communication efforts

  • Provide technical inputs to background documents, briefs and presentations related to gender and social inclusion;
  • Coordinate and support the organization of advocacy activities and campaigns events, training,workshops and knowledge products.

Provide administrative and financial support and follow-up for different operations related toimplementation.

  • Undertake all logistical, administrative, and financial arrangements for the organization for meetings, training, workshops, events, and missions;
  • Follow up on finances and ensure compliance with budgets and regulations;
  • Make travel arrangements for the programme team, including researchers and trainers
  • Draft minutes in meetings and readouts, as delegated;
  • Assemble briefing materials and prepare power-point and other presentations, in collaboration with the Program team;
  • Organize and coordinate filing of documents;

Required Skills and Experience

Education:

  • Completion of secondary education required.
  • Bachelor’s degree or equivalent in human rights, gender, international relations, international development, international law or other social science fields is an asset.

Experience:

  • At least 6 years of progressively responsible experience in administrative or programme management/support /project implementation, coordination, monitoring and evaluation, donor reporting and capacity building.
  • Experience in facilitating effective training independently.
  • Experience gender, social inclusion, and/or protection.
  • Experience in research, tools design and data collection and analysis isan asset
  • Experience in cash-based programming is an asset.
  • Experience coordinating and liaising with government agencies and/or donors is an asset.
  • Computer skills, statistics, internet communication and command of MSOffice

Language requirements:

  • Fluency in written and oral English and Arabic is a must

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

  • Criteria 1: Education (5 points)
  • Criteria 2: Experience in administrative or programme management/support /project implementation, coordination, monitoring and evaluation, donor reporting and capacity building (20 points)
  • Criteria 3: Experience in facilitating effective training independently (25 points).
  • Criteria 4: Experience in gender, social inclusion, and/or protection (20 points)

Financial: Lowest Financial Proposal: 30% (30 points) The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest BidOffered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in thetechnical evaluation.
