Background

Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

The Lebanon crisis response is one of largest humanitarian operations globally. Originally in response to the displacement over 1.5million Syrian refugees in Lebanon, humanitarian needs are increasing for vulnerable Lebanese households amidst a growing economic crisis, and the 2019 political uprising. The Beirut port explosion on August 4, 2020 even further exacerbated humanitarian needs. UN Women provides gender technical assistance through analysis, research, policy, and advocacy across the humanitarian response. This work seeks to humanitarian stakeholders to recognize and address the unequal conditions of women and girls and inequalities that are underpinned by gender discrimination. In addition, under the Women’s, Peace and Security and Humanitarian nexus, UN Women implements several programmes intersecting with the humanitarian and recovery framework. To this end, UN Women is partnering with a range.

To support this work, UN Women is seeking a research and writer with strong expertise on women’s rights and gender issues within the humanitarian-development nexus, with a focus on protection, sexual and gender-based violence, and protection against sexual exploitation and abuse. The person will support UN Women in developing research methodologies, collecting data, analyzing data and drafting policy and research documents.

For the purpose of this consultancy, the objective is to hire someone who will support UN Women in data analysis, data collection in the field, research and writing. The consultant will support UN to undertake gender analysis and research on a wide range of work.

Duties and Responsibilities

R****esearch and Analysis:

  • Design methodologies (with preference to feminist and participatory methods), terms of references and proposals for research on issues related to protection, gender and social inclusion;
  • Supports on secondary data review and desk research;
  • Conducts interviews and facilitates focus group discussions with research participants;
  • Ensure research tools and approaches are aligned with protection principles and are gender sensitive;
  • Analyses raw data and generates descriptive analysis of quantitative data with focus on gender
  • as a variable;
  • Performs content analysis of qualitative data collected by UN Women, partners or other agencies
  • with focus on gender as a variable;
  • Conducts qualitative interviews for research on gender and protection on an as-needed basis;
  • Undertakes strategic writing on issues of gender equality, sexual and gender based violence, and women’s rights across the humanitarian-development and peace nexus;
  • Liaises with UN Women partners to provided technical support on research and assessments on an ad-hoc basis;
  • Edits and reviews UN Women produced research.

Other:

  • Provides capacity building for UN Women and humanitarian partner staff on integration of gender into quantitative and qualitative research and analysis.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in human rights, gender and women’s studies, international relations, sociology, anthropology, international development, international law or other social science fields is required.

  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • Minimum 4 years of relevant experience in research and assessments
  • Strong field work experience on issues of protection and gender;
  • Computer skills, internet communication and command of MS Office.
  • Knowledge of NVivo is an asset.

Language requirements:

  • Proficiency in oral and written English and Arabic is a must;

Evaluation criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Consultants will be evaluated using a cumulative analysis method taking into consideration the combination of qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of below defined technical and financial criteria.

Technical Evaluation (70%) split such as:

  • Education: 20%
  • Experience: 40%. Minimum 4 years of relevant experience in researching, data analysis and editing complex reports with a focus on humanitarian action:
  • Experience: 10%. Strong field work experience on issues of protection and gender.

Financial Evaluation (30%): The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
