Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security. In the Arab States region, and since 2015, UN Women has extensively worked to promote behavioral, institutional, and social norms change in favor of gender equality through the engagement of men and boys under the regional programme “Men and Women for Gender Equality” (MWGE). Funded by Sweden, this unique programme is being implemented in its second phase at the regional level and in six countries (Egypt, Lebanon, Palestine, Morocco, Tunisia, and Jordan). In addition to the stand-alone initiatives targeting men and boys, the MWGE programme has also provided technical advice to other UN Women programmes and projects at the regional and country levels to promote positive masculinities and engage men and boys within their portfolios. Additional interventions that target men in the region are being implemented by the regional Youth Gender Innovation Agora network, which is comprised of dozens of young female and male advocates for gender equality, as well as the HeForShe volunteers and advocates that operate across the region. About the position: Under the overall guidance of the UN Women’s Deputy Regional Director for the Arab States and direct supervision from the Regional Programme Manager of the “Men and Women for Gender Equality” programme, the Gender and Masculinities Programme Consultant will be responsible for coordinating the contribution of the Arab States region to a global report of UN Women (coordinated by HeForShe) by developing a regional report that details the initiatives, good practices and lessons learned of the work of UN Women that have engaged men and boys and addressed masculinities in the region. The consultant will also coordinate the documentation of ten Most Significant Change stories, showing the impact that has been derived from the men and boys and masculinities interventions. The consultant will also coordinate the generation of a learning report that will inform the development of UN Women’s corporate approach to engaging men and boys and masculinities and contribute to the review of the UN Women’s men and boys checklist for programming on gender equality. The consultant will coordinate and document progress in the Arab States region in this assignment and work closely with the MWGE programme at the regional level and the HeForShe Masculinities Programme Consultant at the global level to consolidate and deliver the outputs outlined above.

This consultancy is home-based, with regular contact with UN Women’s staff members from the Regional Office for the Arab States, country offices across the region, and Headquarters (HeForShe Secretariat).

Duties and Responsibilities

Tasks:

  • To capture initiatives of UN Women that have engaged men and boys in the Arab States region and describe the good practices and lessons learned coming from them;
  • Facilitate discussions with UN Women’s staff in the Arab States region, regional staff, on lessons being learned and their implications for future directions and priorities for this work and emerging learning to feed into UN Women Strategic Plan;
  • To support the UN Women Regional Office for the Arab States in developing their regional analyses and reports to feed into the global report being produced by HeForShe. These reports will articulate recommendations that will inform the development of men and boys and masculinities engagement approach for gender equality model;
  • Synthesize regional report;
  • Support the articulation of “a corporate approach on engaging men and boys for gender equality” (both as cross-cutting and stand-alone aligned to the four Strategic Plan priority areas and triple mandate”);
  • Facilitate the revision of the UN Women’s corporate "Engaging Men and Boys for gender equality Checklist” and incorporate examples from the Arab States region.

Deliverables:

  • Regional report – detailing initiatives that have engaged men and boys and addressed masculinities in the Arab States region as well as good practices and lessons learned emerging from them;
  • Ten Stories of Most Significant Change – a final selection of five MSC stories based on the criteria proposed;
  • Recommendations for a UN Women’s corporate approach on engaging men and boys and masculinities for gender equality (both as cross-cutting and stand-alone aligned to the four Strategic Plan priority areas and UN Women’s triple mandate)Review the UN Women’s global “Engaging Men and Boys for gender equality Checklist” and provide concrete examples from the Arab States region of integration of men and boys along the themes described by the checklist criteria for gender equality programming.

Functional Competencies:

  • Proven experience in programming on gender equality that includes promoting positive masculinities and the engagement of men and boys;
  • Experience in coordinating, implementing, monitoring, and evaluating development programmes and projects in the area of gender equality, including engagement of men and boys;
  • Demonstrated solid experience in writing and reporting in the English language;
  • Strong analytical skills;
  • Ability to work under tight deadlines.

Required Skills and Experience

Education:

  • Master’s Degree (or equivalent) in Women’s/Gender Studies, International Development, International Relations, Political Sciences, Communications, Arts, or another related field is required.

Experience:

  • Minimum 7 years of experience across project management, international development in the area of gender equality is required;
  • Very strong writing and reporting skills in English;
  • Experience in coordinating, implementing, monitoring, and evaluating development programmes and projects in the area of gender, with a focus on males’ engagement being a distinct advantage;
  • Previous experience working in the UN system is an asset;
  • High proficiency in developing policy and programme guidance material.

Language Requirements:

  • Fluency in oral and written in both English and Arabic is required;
  • Knowledge of French is desirable.

Evaluation Criteria

Individual consultants will be evaluated based on the following methodology:

Only candidates obtaining a minimum of 49 out of the 70 points in the technical evaluation would be considered for the Financial Evaluation.

Technical Criteria Weight: 70%

  • Criterion 1: Experience in project management or international development in the area of gender equality (30 points)
  • Criterion 2: Experience in programming with a distinct focus on men’s engagement for gender equality, including experience developing policy and programme guidance material (30 points).
  • Criterion 3: Fluency in Arabic and English, and strong writing and reporting skills in English (10 points).

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;

'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
