Gender and Local Community Specialist

Overview

Provide technical and operational support for the GEF project on gender and community livelihoods.

You have:

• Master’s or equivalent degree in Social Sciences, Business Administration, Marketing, Agriculture, Environmental Economics or a related field
• At least 5 years of experience working on gender and livelihood development – preferably in a relevant sector such as fisheries, agriculture or forestry, etc.
• Working knowledge (Level C) of English and Bahasa Indonesia
• Nationals of Indonesia or resident of the country with a valid work permit

Organizational Setting

FAO in collaboration with the Ministry of Marine Affairs and Fisheries is in the preparation stage to develop a full-pledge project document to be funded by GEF aiming to build a holistic model of ecosystem-based sustainable use and inclusive governance of fishery resources in the Inland Waters Fisheries Management Areas (FMAs) and to support livelihoods of small-scale and traditional fishers, improve food security, and mitigate threats to biodiversity. Direct interventions of the project will restore the most degraded and exploited freshwater ecosystems ineach FMA, while developing sustainable small-scale fishery business enterprises

Reporting Lines

The Specialist will work under the overall supervision of FAO Representative in -Indonesia and direct supervision of the Assistant FAO Representative (A-FAOR Programme), technical supervision of Lead Technical Officer of the FAO Regional Office for Asia and the Pacific (RAP) and close coordination with the PDE and PPG Coordinator as well as collaboration with the national authorities.

Technical Focus

Provide technical and operational support to the FAO project team in compiling, organizing, and documenting information related to gender equality, social inclusion, and community livelihoods for the GEF Project Preparation Grant (PPG) in the target inland water fisheries management areas (FMAs)

Tasks and responsibilities

1. Gender: • Based on literature review and gender-specific stakeholder consultations including in project landscapes, conduct a gender analysis relevant to the project’s circumstances and targets. Support the compilation and organization of literature review, background information, and reference materials related to gender equality and social inclusion in project landsapes • Assist in developing a gender strategy for the project ensuring that women, men, youth and all relevant social groups can equally benefit from project interventions. Operationalize this through a detailed gender action plan, specifying entry points for mainstreaming gender into the project. Ensure that the gender action plan activities are fully integrated into project’s results framework and identify the specific budget requirements to implement these 2. Support the preparation, formatting, and consolidation of draft gender-related documents, including inputs to the Gender Action Plan, results framework, activity plans, and budgetLocal Community and Livelihoods: 3. Compile and organize baseline information related to community livelihoods in the target landscapes Support the consolidation of technical inputs and supporting documentation for livelihood-related component of the project activities Organize project files, consultation records, meeting materials, and other supporting documentation related to gender and livelihood components. 4. Perform other related technical and operational support tasks as assigned by the supervisor

Minimum Requirements

• Master’s or equivalent degree in Social Sciences, Business Administration, Marketing, Agriculture, Environmental Economics or a related field • At least 5 years of experience working on gender and livelihood development – preferably in a relevant sector such as fisheries, agriculture or forestry, etc. • Working knowledge (Level C) of English and Bahasa Indonesia. • Nationals of Indonesia or resident of the country with a valid work permit.

Technical/Functional Skills

• Experience in preparing gender action plan and integrating gender considerations into the project design • Experience in conducting gender analysis , socioeconomic and stakeholder consultation • Familiarity with FAO and GEF Environmental and Social Safeguards is an asset • Excellent analytical, report-writing, facilitation and communication skills • Strong computer skills, including proficiency in Microsoft office application

Selection Criteria

• Experience in working with government agencies, NGOs, local communities, Indigenous Peoples, and development partners. • Experiencein supporting GEF or other internationally funded project preparation is desirable. • Demonstrate ability to produce high-quality analytical reports within the agreed timelines. • Strong facilitation, communication, analytical and computer skills.
