This is a UNV International Specialist contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Specialist contracts.

Description of task

Under the guidance of the Deputy Representative and Assistant Representative, with direct supervision of the Technical Specialist on Youth and GBV, the UN Volunteer contributes to UNFPA activities in the areas of Gender and Human Rights and will undertake the following tasks:

  1. Provide inputs to the development of programme strategies on issues of gender equality and women´s and girls´ rights in the context of sexual and reproductive health and rights within UNFPA and in the context of Mozambique, especially considering the high rates of child marriage, teenage pregnancy and gender-based violence (GBV) in Mozambique and the need to integrate humanitarian and development interventions:
  • Draft analysis on the linkages between human rights, gender equality, and gender-based-violence (concept notes, background paper, briefing notes, programme documentation etc).
  • Identify and synthesize best practices and lessons learned directly linked to the Country Programme Document and its activities
  1. Support team leaders to enhance the integration of gender equality and women´s and girls´ rights in the context of UNFPA´s programmes and national programmes, policies and initiatives and their alignment with global initiatives. These include the Spotlight Initiative funded by EU with focus on addressing GBV in Mozambique; the National Action Plan Women, Peace and Security in accordance with the UN Resolution 1325; and the National Strategy on Child Marriage supported by the UNFPA-UNICEF Global Programme on Child Marriage.

  2. Support the development of evidence-based advocacy components in collaboration with implementing partners, government counterparts and others as relevant. This includes mapping of stakeholders for more strategic advocacy and leveraging evidence from gender equality and women´s and girls´ rights related programmes at provincial level such as Cabo Delgado, Nampula, Zambezia, Manica, Tete, Sofala and Gaza.

  3. Contribute analysis for the assessment of the political, social and economic environment relevant to gender, human rights dynamics and those left behind within the country context. This will include assessments of implications of new policy developments and strategies with respect to integrated SRH/HIV/SGBV related SDGs targets for underserved and marginalized populations in line with the International Conference on Population and Development (ICPD) commitments, including people with disabilities;

  4. Provide support to Programme Officers for the management of annual workplans and budgets and Implementing partner reports, including on aspects of monitoring and evaluation and draft inputs to the preparation of donor and UNFPA reports as required.

  5. Represent UNFPA at relevant inter-agency coordination meetings and other partner events as required.

Educational additional comments

  • Master’s degree gender, human rights, development studies, international relations and/or social and health sciences desirable.
  • Awareness and demonstrable knowledge of gender issues and their relevance in Sexual Reproductive health would be an asset.

Experience remark

  • At least 3 years working of experience in development programming, with specific focus on Gender and/or human rights programmes. Prior experience in developing countries and knowledge of rights-based approaches will be an asset;
  • Good knowledge and/or working experience in policy analysis, and advocacy for gender dynamics in the context of sustainable development; and working experience in communication and advocacy;
  • Proficiency in data interpretation, report writing, and policy analysis;
  • Fluency in English and ability to write clearly and concisely;
  • Initiative, sound judgment and demonstrated ability to work harmoniously with staff members from different national and cultural backgrounds;
  • Good interpersonal, networking and communication skills; Willingness to contribute and work as part of a team;
