Expected duration The contract will be for a total of 210 days across 11 months from 1 November 2022 – 29 September 2023.

Duties and Responsibilities A. Background Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyses action and increases global awareness to reduce disaster risk working with U.N. Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.

In the 2022-2025 Strategic Framework UNDRR has strengthened efforts to ensure disaster risk reduction efforts are inclusive and gender-responsive, recognizing the need to promote a human rights-based approach to disaster risk reduction, and support diverse voices and leadership in DRR efforts at all levels. The purpose of this Gender and DRR Expert Consultancy is to support efforts to capacitate staff and scale up organizational efforts to strengthen inclusive and gender-responsive disaster risk reduction.

B. Duties and Responsibilities Under the supervision and guidance of the Chief of the Asia-Pacific Regional Office, the consultant will be responsible for:

  • Implementing UNDRR’s Gender Strategy 2022-2023 by facilitating the integration of gender into core UNDRR global and regional processes including UN-wide gender initiatives; resource mobilization; conferences, meetings and events; and communications until Q3 2023.

  • Training staff in line with UNDRR’s Gender Capacity Development Plan 2022-2023, delivering trainings for staff and key partners on undertaking a gender analysis, gender project design and gender marker, gender responsive DRR strategies, and other topics in line with the development plan; and conduct a gender capacity assessment of staff by Q3 2023.

  • Supporting a gender-responsive midterm review of the Sendai Framework including finalizing gender-related studies, and organising the gender related event at the high-level meeting in May 2023.

  • Developing a gender action plan for the Sendai Framework by May 2023, in consultation with partners.

  • Support the expansion and growth of the Women’s International Network for Disaster Risk Reduction (WIN DRR), including administering the 2023 WIN DRR Leadership Awards.

  • Providing training to WIN DRR members and institutions to strengthen leadership capacities and reduce the barriers faced by women working in DRR.

  • Leading the integration of gender within existing programmes across the Asia-Pacific region, including the CREWS initiative.

  • Providing technical inputs into the deliverables of the IBC on resilience and IBC on Human Rights and Gender Equality workplans in 2023.

  • Providing expert advice on a human rights-based approach to disaster risk reduction, disability-inclusion, indigenous knowledge, gender, women’s leadership and DRR, and organising and preparing written outputs related to these issues e.g. draft background papers, speeches, analysis, sections of reports and studies, inputs to publications, etc.

    Qualifications/special skills Academic Qualifications: Advanced university degree in Social Sciences, International Relations, Law, Development Studies, Gender, Political Science or any other relevant field is required. Experience: At least 10 years of relevant experience in disaster risk reduction, gender equality and women’s leadership, resilience building at the international level is required. Experience working with the UN or similar international organization in the Asia-Pacific region is required. Language: Fluency in English is required.
