This UNV assignment is part of two UNODC programmes: the Airport Communication Project and the UNODC-WCO Container Control Programme.

The UNODC Airport Communication Project (AIRCOP), implemented in partnership with the World Customs Organization and INTERPOL, aims at strengthening the capacities of international airports to target and intercept high-risk passengers, cargo and mail, as a contribution to the fight against illicit drugs and other illicit commodities (such as wildlife products or falsified medical products), terrorism-related threats (such as arms or potential foreign terrorist fighters), trafficking in persons and smuggling of migrants. It also aims at facilitating communication and coordination between origin, transit and destination countries to disrupt cross-border illicit flows and criminal networks. AIRCOP is currently implemented in 41 airports in Africa, Latin America, the Caribbean, the Middle East, South Eastern Europe and South-East Asia, and is globally managed from Dakar, Senegal.

The UNODC-WCO Container Control Programme (CCP) was established as a joint initiative of the UNODC and the WCO in 2004. The mission of the CCP is to build capacity in Member States seeking to improve risk management, supply chain security and trade facilitation in seaports, airports and land border crossings in order to prevent the cross-border movement of illicit goods. The CCP embraces a nuanced, holistic and multi-sectoral approach by providing continuous monitoring and oversight, offering a plethora of context-specific training programmes and strengthening cooperation between state agencies and with the private sector. CCP is operational in over 70 Member States and is globally managed from Vienna, Austria. Over 120 Port Control Units (PCUs) and Air Cargo Control Units (ACCUs) have been established since 2004.

Within the delegated authority and under the supervision of AIRCOP and CCP Global Coordinators or their designated mandated representative(s), the UN Volunteer Gender and Diversity Specialist will:

• Create a global platform of CCP and AIRCOP women officers and lead it by developing and sharing gender-related resources to kick start discussions. • Develop a mentorship programme connecting CCP/AIRCOP women officers and women with extensive experience working in customs and law enforcement. • Support the finalization and delivery of the AIRCOP and CCP training curricula on gender considerations in law enforcement. • Support the work of the CCP Women’s Network, through the development of communication material and other ad-hoc documents. • Review the work of AIRCOP and CCP on diversity and gender mainstreaming and develop new training activities, tools, and material as needed. • Produce notes, briefings and reports, as well as social media and other advocacy material, on gender and diversity considerations within AIRCOP and CCP. • Perform any other related tasks as may be required or assigned by the supervisor.

Results/expected outputs:

• As an active AIRCOP and CCP team member, the UN Volunteer provides efficient, timely, responsive, client-friendly and high-quality support to UNODC and its beneficiaries in the accomplishment of her/his functions, including: o Global platform comprised of AIRCOP/CCP women officers created, with participants actively engaged in discussion. o Mentorships programme connecting AIRCOP/CCP officers and women mentors developed. o Comprehensive review of AIRCOP and CCP work on gender and diversity is conducted, findings documented and submitted to both Programmes. o AIRCOP and CCP training curricula on gender considerations finalized and delivered. • The Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment. • A final statement of achievements towards volunteerism for peace and development is produced during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

the national and/or international level in the implementation of gender initiatives, especially on topics falling under UNODC mandates relevant to the programmes such as illicit trafficking and law enforcement; experience working in the UN or other international development organization is an asset; • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners and authorities at different levels; familiarity with tools and approaches of communications for development; • Excellent oral and written skills; excellent drafting, formulation, reporting skills; • Accuracy and professionalism in document production and editing; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Have affinity with or interest in UNODC’s mandates, volunteerism as a mechanism for durable development, and the UN System; • Fluency in spoken and written English is required; working proficiency in French and/or Spanish highly desirable. Other languages are an advantage.

The position is based in Vienna, Austria, a family duty station. Austria is at security level 1 (Minimal) and is considered non-restrictive regarding travel. Currently there are no significant security threats in general not direct threats to UN personnel or assets within the country. It is the UNV Specialist’s responsibility to comply with immigration, customs and health requirements while entering/exiting the country.
