Background

Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Lebanon’s experiences during the past few years have been especially disheartening. The economic crisis, nationwide protests, Beirut Port explosion, and increasing political and social tensions have served as a reminder for the importance of transitional justice and reconciliation processes in post-conflict countries. For the most part, women’s roles and contributions to conflict prevention and peacebuilding have been limited due to women’s low representation and participation in decision-making at all levels. However, in October 2019, women played a key role in nationwide protests and in many cases intervened as a buffer between protestors and security personnel. However, the role of women in peacebuilding and conflict is still under-studied.

To better understand the role of women in peace and stability in Lebanon, UN Women is seeking funding to undertake a gender analysis of conflict and stability to further explore the relationship between women’s experiences and peace, stability and conflict in Lebanon. This research will consider political, security, justice, social and economic issues to examine how women are impacted by conflict and instability and what roles women can play in contributing to peacebuilding and conflict prevention at the local and national levels. It will also look at how gender norms may interact with other factors to influence conflict, and how conflict influences gender behaviors and norms. Conversely, it may also reveal how gender norms and/or behaviors mitigate conflict.

The research will further investigate the enablers and inhibitors and make concrete recommendations on the minimum requirements that would better enable women to participate more meaningfully in peace and security issues in Lebanon.

This analytical work is being conducted under the framework of Lebanon’s implementation of the Women, Peace and Security Agenda through its National Action Plan on UNSCR 1325 and will promote a greater understanding of women’s experiences and contributions to peace and security issues in Lebanon.

Objective of the Assignment:

UN Women seeks a national research consultant to conduct primary and secondary research on gender and conflict and stability in Lebanon. The consultant is expected to conduct a literature review on gender and conflict in Lebanon, develop a research methodology to carryout primary research, and provide analysis to primary and secondary qualitative research findings.

Duties and Responsibilities

Under the supervision of the UN Women Lebanon Women, Peace and Security Specialist the overall objective of this assignment is to conduct qualitative research and analysis on gender and conflict and stability in Lebanon.

The following will be the duties and responsibilities of the National Consultant:

-Conduct desk review of background documents related to gender and conflict and stability in Lebanon. Looking specifically at:

  • political, security, justice, social and economic issues to examine how women are impacted by conflict and instability
  • what roles women have/can play in contributing to peacebuilding and conflict prevention at the local and national levels.
  • how gender norms interact with other factors to influence conflict
  • how conflict influences gender behaviours and norms and conversely, how gender norms and/or behaviours mitigate conflict.

-Conduct primary research with diverse stakeholders through surveys, interviews, focus group discussions and other tools to collect qualitative data.

-Analyze data from preliminary and secondary research and summarize findings in bullet point form.

Required Skills and Experience

Education:

  • Master’s degree in Social Sciences, Gender Studies, Development Studies, or equivalent work experience.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree

Experience:

  • At least 6 years of increasingly responsible experience in research that focuses on gender/development/human rights related work; background in conflict prevention/peacebuilding is desirable.
  • At least 6 years’ experience in research (both qualitative and quantitative);
  • Experience in strategic analysis and report writing;
  • Familiarity with conflict prevention/peacebuilding in the country is essential;
  • Previous experience engaging with UN Agencies, donors, NGO’s and other key stakeholders in Lebanon;
  • Work experience with the UN system, especially UN Women, is an asset.
  • Computer skills, internet communication and command of MS Office is required

Language Requirements:

  • Proficiency in oral and written English and Arabic is a must.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

  • Education: 20 points
  • Professional experience and skills: 40 points
  • Language proficiency in Arabic and English: 10 points

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
