Organizational Setting:

The FAO Representation in Egypt supports the Government of Egypt in developing policies, programmes and projects to improve food security and nutrition, promote sustainable agricultural development, reduce rural poverty, develop inclusive agri-food systems and strengthen livelihood resilience – in line with the Organization’s Strategic Objectives and United Nations’ global and Government of Egypt’s national Sustainable Development Goals and more specifically under project “Promoting Climate Smart Agriculture and Agricultural Biodiversity for Enhancing the Adaptive Capacity of Vulnerable Rural Communities in Old and New Lands of Upper and Lower Egypt, (hereinafter referred to as the “Project”);

The Project will contribute to the adaptation to climate change of poor and vulnerable rural populations in the Old and New Lands of Egypt, by developing and implementing nature-based and climate-resilient techniques – ensuring that no one relying on agricultural production and agrifood systems for their wellbeing is left behind. The position is located in the FAO Office in Cairo, Egypt.

Technical focus

Development and monitoring of M & E system including tools and databases. Donor reports based on the results achieved and donor guidelines and policies. Technical inputs to the gender responsive climate change solutions.

Reporting Lines

Under the overall supervision of the FAO representative in Egypt, the direct supervision of the Assistant FAO Representative, in close collaboration with the Project Manager and the technical team of the project, and the team of FAO Office in Egypt, the Specialist will work in close consultation with all partners (government, local authorities, NGOs, private sector, and others) , ensuring effective, timely and accurate monitoring and results reporting of the Project.

Tasks and responsabilities

In light of this, the Gender and Climate Change M&R Specialist will perform the following tasks:

1. Establish monitoring work process and timeline based on FAO guidelines and policies and in compliance with the donor’s requirements.

2. Facilitate the implementation of the project’s Monitoring and Evaluation Plan, which includes: • In coordination with the Project Manager, define the workplan, specific outputs and deliverables and estimated deadlines to comply with FAO and donor guidelines and policies • Development and maintenance of project M&E system, including tools and databases • Guidance and support the Project team in the field monitoring activities based on FAO guidelines and policies • Lead the donor reports drafting process based on the results achieved and FAO and donor guidelines and policies, • Collect and analyse data for developing project Gender Strategy, Environmental Management Plan and Value Chain Analysis 3. Facilitate knowledge building and knowledge sharing to advance gender-responsive nature based solutions for climate change mitigation and adaptation in Egypt ; which includes • Provide technical inputs to the gender responsive climate change communication and awareness initiatives • Provide inputs to the dissemination of knowledge products in collaboration with FAO Regional Office

4. Support partnerships with stakeholders, regional/international actors and development partners, • Support the preparation of relevant documentation such as project summaries, presentations, briefing notes • Provide technical contributions to resource mobilisation initiatives, including concept notes and/or proposal documents

• Perform other related duties as requested by FAO representative in Egypt.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in Monitoring and Evaluation, Social sciences; Development studies; agriculture or related Social Sciences field or equivalent with good understanding of monitoring and evaluation and conducting research studies. • At least five years of experience in designing and conducting independent development M&E frameworks, desk studies and/or research of development programmes and advocacy in the monitoring arena. • Working knowledge (Level C) of English.
