Org. Setting and Reporting This position is located in the Gender Unit in the Office of the Under-Secretary-General for Peace Operations at the United Nations Headquarters, New York. The incumbent reports directly to the Senior Gender Adviser, who is the Chief of the Gender Unit.

The Department of Peace Operations (DPO) serves as an integrated "centre of excellence" for United Nations Peace Operations, responsible for preventing, responding to and managing conflict and sustaining peace in the context of mandates in countries where peace operations under its purview are deployed. This includes facilitating and implementing political agreements, providing integrated strategic, political, operational and management advice, direction and support to peace operations; developing political, security and integrated strategies, leading integrated analysis and planning of peace operations and backstopping those operations.

Responsibilities Within delegated authority, the Gender Affairs Officer will be responsible for the following duties:

Gender Analysis

  • Participates in the analysis and development of gender-responsive operational tools and guidance, including the review and analysis of issues and trends at the global, regional and national levels.
  • Undertakes empirical research and analysis of trends and developments and related policy issues relevant to the unit/departmental mandate, projects and initiatives.
  • Recommends proposals for inclusion in reports to intergovernmental bodies, member states, etc.
  • Contributes to development of analytical and knowledge products including thematic analytical briefs, briefing papers and reports to communicate progress and results for internal and external stakeholders.
  • Develops methodologies for monitoring, review and evaluation of the implementation of the Women, Peace and Security Mandates across DPO through established platforms.
  • Liaises with officials of governments, representatives of national, regional and global organizations, organizations of the UN system on strategic communication, political advocacy and partnerships, on policy issues related to the implementation of WPS programmes, action plans or other initiatives, and provides advice on a range of related matters.
  • Assists in the planning, organizing and servicing of technical and ad-hoc expert group meetings; drafting reports and preparing summaries of meetings on Women, Peace and Security.
  • Represents the work unit at international and other meetings; organize and participate in working groups, meetings, conferences, consultations with other agencies and partners on social and economic development related matters.
  • Prepares/contributes to the preparation of various substantive written reports, documents and communications, e.g. drafts reports or sections of analytical reports, studies, background papers, parliamentary documents, briefings, correspondence, etc.

Intergovernmental support

  • Provides support to intergovernmental processes dealing with gender and peacekeeping issues by: preparing inputs for reports to intergovernmental bodies (such as the General Assembly, the Security Council, Special Committee on peacekeeping operations).
  • Prepares inputs to statements by senior management to such meetings; assisting in the organization of panels, round tables, etc. on Women, peace and Security for intergovernmental processes.

Technical Backstopping

  • Keeps abreast of latest trends and developments in the area of assignment, particularly with regards to peace and security issues, and provides inputs to strategic papers and analysis.
  • Coordinates outreach and partnerships with multiple stakeholders on the implementation of the Women, Peace and Security Agenda
  • Prepares documentation for donor and technical cooperation programmes and projects.
  • Contributes to the preparation of material for the approval of regional, country or sector partnerships and projects.
  • Monitors, backstops and assesses the implementation of technical cooperation programmes and projects.
  • Participates in fact-finding and advisory missions to field missions and other activities in support of work programme.

General

  • Supports the operationalization of women, peace and Security mandates as relevant.
  • Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit's services.
  • Undertakes on-the-job and other training activities, both internally and externally.

    Education Advanced university degree (Master's degree or equivalent) in gender and political affairs, program management, women's rights, law, sociology, other social science or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of five years of progressively responsible experience in Gender programming and women, peace and security, policy analysis, sociological research or related area is required. Experience in coordination and project management in conflict and post conflict field contexts in peacekeeping operations is highly desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of another official United Nations language is desirable

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
