Org. Setting and Reporting This position is located in the Office of the Chief of Staff/Principal Officer of the United Nations Interim Security Force for Abyei (UNISFA), duty station Abyei. The incumbent will report directly to the Chief of Staff/Principal Officer or their designate.

Responsibilities Within delegated authority, the Gender Affairs Officer will be responsible for the following duties:

  • Supports and guides the implementation of UN Security Council Resolutions on Women, Peace and Security and policies on gender equality in Peacekeeping Operations .
  • Contributes to the implementation of a mission-wide action plan to translate existing mandates and policies on the promotion of gender equality in all activities of the peacekeeping mission.
  • Supports various mission components on the formulation and implementation of policies and programmes promoting gender-sensitive approaches and combating gender-based violence.
  • Drafts, edits and provides substantive inputs for periodic reports, briefings and speeches on women, peace and security issues in peacekeeping operations.
  • Supports the delivery of gender training for all levels of personnel in civilian, police and military components.
  • Conducts substantive research and analysis of gender issues in peacekeeping operations, utilizing analytical monitoring and evaluation processes, including indicators and benchmarks, to ensure measurement of progress in integration of gender and sexual violence in peacekeeping activities.
  • Collaborates with UN Agencies, Funds and Programmes that have complementary mandates as appropriate for the promotion of women and girl’s rights; coordinates with other UN agencies through participating in and leading, as appropriate, relevant local-level mechanisms for humanitarian and coordination on gender-based violence such as the Protection Cluster and Gender-Based Violence (GBV) sub-cluster/working group, as well as with relevant local institutions, women organizations and networks and NGOs.
  • Represents the Mission on gender related issues when needed.
  • Establishes working relationships with mission civilian, police and military components, where they exist.
  • Provides inputs to planning processes, including results-based budgeting (RBB) and reporting.
  • Provides day-to-day supervision of staff (or acts as Officer in Charge) when needed.
  • Strengthens the work of the Gender component in responding to CRSV
  • Drafts, edits and provides substantive inputs for periodic reports, briefings and speeches on SGBV and CRSV-related issues in peacekeeping operations.
  • Promotes the inclusion of prevention and response activities on CRSV in strategies, standard operating procedures, etc.
  • Participates in the work of mission’s Joint Inspection Teams, UN Inter-Agency Assessment Missions and similar modalities,
  • Provides gender-sensitive technical assistance as it relates to sexual violence to national authorities
  • Performs other duties, as assigned.

    Competencies PROFESSIONALISM: Knowledge of international relations, international human rights law, women’s rights or other related areas, particularly, in conflict or post-conflict settings. Knowledge in the areas of gender and women, peace and security in peacekeeping contexts and/or in conflict/post-conflict environments. Shows ability to complete in-depth studies and reach conclusions on possible causes and solutions to advance the implementation of gender equality and WPS mandates across the Mission and in specific areas and/or countries. Shows ability to relate to various issues and perspectives to political, social, economic and humanitarian programmes and how these impact the implementation of the gender equality and WPS mandates in affected countries and areas. Ability to prepare well written analytical reports. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

PLANNING AND ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education Advanced university degree (Master’s degree or equivalent) in development studies, social studies in International Relations, Human Rights Law, Gender Studies, or in a related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience At least seven years of progressively responsible policy advice and programme management experience related to the promotion of gender equality particularly with international organizations in conflict or post-conflict settings is required.

Proven expertise for integrating gender perspectives into mainstream policies or programmes is required.

In-depth knowledge of the work of the United Nations, particularly in peacekeeping; Expertise in the field of International Relations and/or Women’s’ Rights, International Human Rights Law is required, together with a thorough understanding of the concepts and practices related to gender issues, particularly gender mainstreaming and sexual and gender-based violence.

Experience working in or in support of a field operation of the United Nations Common System or a comparable international organization is desirable.

Languages English and French are the working languages of the United Nations Secretariat. Fluency in English (both oral and written) is required; knowledge of the other is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
