Org. Setting and Reporting The Secretary-General of the United Nations has called achieving gender equality the unfinished business of our time and the greatest human rights challenge in our world. This reflects a growing global recognition that women’s equal participation, rights, and equality, are central to the achievement of sustainable development, human rights, peace and security globally. In articulating a vision for renewed, inclusive, networked multilateralism and the future of the United Nations in Our Common Agenda, the Secretary-General has highlighted the need for women and girls to be at the centre, and for the UN system to be fit for purpose to lead the transformative change needed for greater gender equality.

In accordance with this recommendation included in the Our Common Agenda report, the Executive Office of the Secretary-General (EOSG), is conducting a thorough, independent review of the UN system’s capacity to advance gender equality. The incumbent of this position will support core functions of project management, stakeholder support, strategic communications, staffing and secretariat of the Advisory Board and the DSG as Chair of the Board, and critically to support the next steps with regards to implementation plans and ensuring swift forward movement on any actions leadership will take forward, as well as to link to the broader reforms and Our Common Agenda actions.

Responsibilities Within delegated authority, the Gender Affairs Officer will be responsible for the following duties:

Support the EOSG lead on the review – including on donor reports, managing the project, informing interview protocols, managing the review team, engagement on substantive content, support specifically on interviews of UN staff and leaders.

  • Prepares and reviews updates to senior leadership and ensure that the review aligns with overall vision.
  • Acts as focal point and liaise within the UN system and within EOSG on the collection and analyses of information on the review, especially the development system and its specialized agencies, funds and programs.
  • Supports gathering, synthesizing, identifying relevant documents – including summarizing and assessing internal documents for extracting analysis that can be shared externally.
  • Provides up-to-date information to senior officials regarding the review and provide secretariat functions to the Advisory Board and DSG as chair of the Board.
  • Support leadership to take forward the report to next steps (internally, with various stakeholders, implementation plan, and integration into broader OCA deliverables).
  • Meets regularly with operational teams and gender focal points and Our Common Agenda Team in EOSG, to plan projects and review project activities, specifically connecting to those pieces that connect with the UN SDG and Development System.
  • Participates in conferences, seminars and academic fora related to his/her assigned area of expertise.
  • Carries out, in consultation with the EOSG lead on the review administrative functions on staff planning and budget.
  • Drafts plans for proposed projects and participates in the activities of implementation.
  • Performs other related duties as required.

Teamwork: Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others’ ideas and expertise; is willing to learn from others; places team agenda before personal agenda; supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position; shares credit for team accomplishments and accepts joint responsibility for Unit’s shortcomings.

Education An advanced university degree (Master’s or Doctorate degree, or equivalent) in gender, development, human rights, political science, international relations or other related social science fields is required. A first-level degree with two additional years of relevant work experience may be accepted in lieu of an advanced university degree in the specified fields of studies.

Work Experience A minimum of 7 years of progressively responsible experience in gender and women's rights in combination with, human rights, political analysis, peace and security or development is required

Substantive and technical experience on gender issues – ideally covering both policy advice and programming is required.

Experience preparing reports, background papers, talking points, and correspondences on gender for senior management is required.

Field experience obtained outside the applicant's country of nationality in a transitional, developmental, conflict or post conflict setting is desirable.

Experience working with the UN system is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
