Background

Sudan in its three years transitional period and in line with the strong commitment of the transition Government as stipulated in the constitutional document August 2019 to promote gender equality and women empowerment, would need to ensure necessary capacity of federal and state institutions to deliver results/outcomes across the socio-economic, civil and political frameworks and the sectors. Such capacity would include a strong functioning, and resourced gender machinery, sectors equipped with specialized gender experts who can identify gender needs of different sectors and support the dialogue with the Gender Machinery to address them.

With the financial support of SIDA, UN is implementing a project on “Strengthening the Gender Architecture in Sudan”. The project aims to equip Sudan with an effectual Gender Machinery to contribute to strengthen the capacity of federal and state institutions among which is the Central Bureau of Statistics to deliver specific functions and responsibilities that accounts for gender equality and empowerment of women.

Considering the above, UN Women will support recruiting a Gender Officer who will be based at the Central Bureau of Statistics. The gender officer will receive overall guidance and report to the General Director of the Central Bureau of Statistics. The gender officer will also closely work with the gender machinery; the Ministry of Social Development to ensure coordination. Collaboration with other gender advisors at the Ministry of Justice, Health and the Ministry of Finance is important to strengthen gender interventions and coordination. In addition, collaboration with relevant civil society organizations, women’s groups and other stakeholders remains relevant.

The Gender Officer will work Under the direct supervision of the General Director of the CBS and in close coordination and collaboration with the General Directorate of Women and Family Affairs at the Ministry of Social Development. The Gender Officer maintains a secondary administrative reporting line to UN Women.

Duties and Responsibilities

1.Engendering institutional, strategies, policies, planning monitoring, funding, communication and accountability and accountability

  • Support restructuring/ developing the gender unit with clear mandate and accountability framework
  • Review the strategies and the policies from a gender lens and establish a clear roadmap on how to mainstream gender in the statistical system in Sudan (using gender statistics assessment report)
  • Support the development of gender responsive National Development Statistics Strategy.
  • Formulate and adopt a gender statistics framework that could be used to track the implementation of the national and international gender commitments
  • Establish a gender responsive monitoring and Evaluation system to ensure that gender statistics have been integrated in all the processes of the planning, implementation, data production, dissemination, statistics use, project intervention and evaluation.
  • Priorities should be given to support engendering the ongoing process of the preparation of the Censuses and surveys, (MICS, the industrial and the poverty surveys) and any other surveys or research to help producing gender statistics.
  • Introduce the Global Set of Gender Indicators system in the CBS and develop a comprehensive road map for integrating it in the national statistical system.
  • Support the capacity development of the staff working on data production (design, collection and analysis), dissemination and use in gender statistics system
  • Initiate pool of experts specialized and well-trained in gender statistics system (TOT) to support the process of the capacity development at the federal and states level
  • Convene quarterly forums to gather producers and users of statistics to keep them updated on the challenges facing the production and the use of the gender statistics.
  • Ensure that any statistical production, planning and funding frameworks are responsive to gender and women’s empowerment

2.Enhance coordination

  • Build and strengthen specialized coordination mechanism comprises of all the stakeholders of National Statistical System (NSS) at federal and state level
  • Build and strengthen general coordination mechanism comprises of all line Ministries, institutions and sectors
  • Equip the coordination mechanism with the required skills and capacities on gender statistics
  • Ensure the capacity development and skills on gender statistics among the data collectors, producers, users and analysts at the level of the official producers of statistics

3. Strategic partnerships

  • Build and strengthen partnership with UN agencies and INGOs to maintain the allies and the synergy of the national data with regional and international statistical data
  • Build partnership with academic institutions and support the process of integrating gender statistics in the curriculum for effective gender responsive statistics research and policy briefs
  • Build partnership with CSOs and private sectors and create data base information comprises of all the data collected from the CSOs

Required Skills and Experience

Education and certification:

  • Master’s degree (or equivalent) in statistics, Mathematics, information management systems, Econometrics or any related filed.

Experience:

  • At least 7 years of professional work experience at national or international level in statistical field
  • At least 3 years’ experience on gender statistics
  • Knowledge of the statistics systems in Sudan.
  • At least one year of experience on gender mainstreaming in the statistical systems.
  • Practical experience of working on research, studies and surveys is an asset.
  • Experience on monitoring and evaluation from gender perspective is an asset.
