General Background of Project or Assignment, Operational Context: The Islamic Republic of Iran is one of the largest refugee hosting countries in the world, hosting around 2.8 million refugees and persons in need of international protection. UNHCR Iran operates a Helpline to provide information, counselling, and support to forcibly displaced people (FDSPs). With the increasing use of artificial intelligence (AI) and natural language processing tools, there is an opportunity to enhance CwC activities and providing immediate responses to FDSPs or redirect their queries to staff member. To support this initiative, UNHCR Iran is seeking a GenAI individual consultant to assist in piloting and validating AI-enabled solutions for the Helpline. The GenAI consultant will support the Helpline team in testing and applying generative AI solutions, focusing on data mapping, transcription, validation of AI outputs, and quality assurance. The individual consultant will help ensure that new technologies are used responsibly, effectively, and in line with data protection standards.

In close coordination with the MFT, the GenAI consultant will: •Develop project ToR for the helpline AI project based on the innovation submission. •Manage the project management and ensure it is executed with high standard and meeting the deadline. •Advise, guide, and follow up on M&E by identify indicators, milestones, expected deliverables and delivery date. •Ensure the training data meets the requirements to operate the AI model and in line with international standards. •Ensure compliance with UNHCR data protection principles throughout the project. •Regular meetings with UNHCR MFT and the implementing contractor across the project lifecycle. •Manage the deviation with implementing contractor and UNHCR. •Adherence to data governance. •Develop regular reports updating on the progress in line with the implementation timeline. Ensure the solution should be compatible with the UNHCR helpline infrastructure.

Field of expertise, competencies: Required/mandatory: •Strong coding capabilities in Python and SQL for data science and AI model development. Demonstrated experience in: •AI applications in humanitarian contexts and the Iranian market. •Natural Language Processing (NLP) in Farsi and/or Dari, including speech-to-text, text-to-speech, and conversational AI systems. •Retrieval-Augmented Generation (RAG) techniques. •Ethical, responsible, explainable, and interpretable AI practices. •Risk assessment and mitigation strategies for AI systems. •Experience in validating AI outputs against international standards and benchmarks. •Strong communication and stakeholder engagement skills, including the ability to work with both technical and non-technical audiences. •Proven project management experience with clear methodologies and tools. •Expertise in developing and applying M&E frameworks specific to AI systems. Proficiency in English and Farsi (written and spoken) across the proposed team.
