Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority. It sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. This consultancy is in UNEP’s Climate Change Division, Mitigation Branch, GEF Climate Mitigation Unit, Africa team, and will be home based. UNEP’s Climate Change Division works with a portfolio of Global Environment Facility (GEF) medium-size and full-size climate change mitigation projects in Africa. The projects, which are in different stages of development (concept, design, implementation, closure), are executed by different partners (Ministries, NGOs, etc.). The Climate Change Division, in its role as implementing agency, provides oversight and ensures adherence to GEF guidelines. The objectives of the project were: • CBIT Sierra Leone: to build and strengthen Sierra Leone’s national capacity to implement the transparency elements of the Paris Agreement, • CBIT Malawi: to strengthen the capacity of institutions in Malawi and set up an information system to fulfill the enhanced Transparency requirements of the Paris Agreement. The 2 projects require a consultant to undertake a Terminal Review and will report to the GEF Climate Mitigation Office, UNEP. (S)He will be responsible for the Terminal Review, and shall report to the Task Manager, Africa Office, GEF Climate Mitigation Unit and timely delivery of the outputs as described in the overall Terms of Reference of the reviews. (S)He will lead the Terminal Review design, data collection and analysis, and report-writing. More specifically: Undertake the inception phase of the review, including: 1. Conduct project desk review and collate information from the projects’ teams 2. Draft the reconstructed Theory of Change of the projects 3. Prepare the Terminal Review framework 4. Develop the desk review and interview protocols 5. Draft the survey protocols 5. Plan the Terminal Review schedule 6. Prepare the inception reports for review to be approved by the GEF Climate Mitigation Unit Coordination of the data collection and analysis phase of the Terminal Review, including: 1. Conduct further desk review and in-depth interviews with projects’ implementing and executing agencies, projects’ partners and stakeholders of the projects 2. Information collection, surveys, data analysis 3. Regularly report back to the GEF Climate Mitigation Unit on progress. Coordination of the reporting phase, including: 1. Prepare presentation on preliminary findings 2. Draft Main Terminal Review reports ensuring they are consistent with guidelines provided both in substance and style 3. Liaise with the UNEP GEF Climate Mitigation Unit on comments received and ensure that comments are taken into account during finalization of the Main Terminal Review reports and approved 4. Prepare Response to Comments annexes for the main reports listing those comments not accepted and indicating the reason for their rejection. Managing internal and external relations of the review team, including: 1. Maintain a positive relationship with stakeholders, ensuring that the project review process is as participatory as possible but at the same time maintains its independence. 2. Communicate in a timely manner with the UNEP GEF Climate Mitigation Office on any issues requiring its attention and intervention. The terminal review consultant will be selected and recruited by the UNEP GEF Climate Mitigation Unit through an individual Special Service Agreement (SSA) consultancy contract.

Qualifications/special skills

• Advanced university degree (i.e. master’s degree or higher) in management, business administration, economics, environment, engineering, energy or other relevant area is required; • A first level degree with additional two years of qualifying experience maybe accepted in lieu of an advanced university degree; • Minimum 2 years of experience in the evaluation and monitoring of development Projects in developing countries is required; • Experience in working with national governments in Africa or developing countries is required; • Within the 2 years, experience working on technical aspects of development Projects in the environmental / climate change sector in Africa is desirable;

Languages

• English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency (both oral and written) in English is required.
