You have:

  • Minimum 3–5 years of relevant experience in Gender Equality, Disability, and Social Inclusion (GEDSI), community development, or humanitarian/development programs
  • Proven experience in mainstreaming gender and disability inclusion across projects
  • Demonstrated experience working with vulnerable communities, including women, people with disabilities, and rural populations
  • Experience in facilitation, training, and capacity building for staff and partners
  • Familiarity with data collection tools, including disability-disaggregated approaches (e.g., Washington Group Questions)
  • Experience working with NGOs, government stakeholders, or donor-funded programs (DFAT experience is an advantage)
  • Bachelor’s degree in Gender Studies, Social Sciences, Development Studies, Public Health, or a related field
  • Relevant training in Gender Equality, Disability Inclusion, Safeguarding, or Social Inclusion
  • Certification in Monitoring & Evaluation, GEDSI, or Protection is an asset

GEDSI Integration and Mainstreaming:

  • Integrate GEDSI approaches across program design, implementation, and monitoring.
  • Ensure inclusive practices in water, climate resilience, and disaster preparedness activities.
  • Support partners to apply GEDSI standards in field implementation.

Capacity Building:

  • Provide training and mentoring to staff, partners, and community groups on GEDSI.
  • Strengthen understanding of disability inclusion tools (e.g. Washington Groups Questions).
  • Promote inclusive leadership among women and marginalized groups.

Community Engagement:

  • Facilitate participation of women, people with disabilities, and marginalized communities.
  • Support community – led inclusive planning and decision – making processes.
  • Ensure safeguarding and protection principles are upheld.

Monitoring, Evaluation, and Reporting:

  • Support GEDSI – sensitive data collection, including disability – disaggregated data.
  • Track GEDSI indicators and contribute to program reports.
  • Document lessons learned and best practices on inclusion.

Coordination and Advocacy:

  • Collaborate with CARE in Timor-Leste, local authorities, and civil society partners.
  • Advocate for inclusive policies within sub-national planning systems.
  • Ensure alignment with DFAT GEDSI requirements.

Required Professional Experience

  • Demonstrated experience working with vulnerable communities, including women, people with disabilities, and rural populations

Required Education, training, license, registration, and certification

  • Bachelor’s degree in Gender Studies, Social Sciences, Development Studies, Public Health, or a related field
  • Relevant training in Gender Equality, Disability Inclusion, Safeguarding, or Social Inclusion
  • Certification in Monitoring & Evaluation, GEDSI, or Protection is an asset
  • No specific license required, but professional development in inclusive programming is strongly valued

Preferred Knowledge and Qualifications

  • Strong understanding of GEDSI frameworks, including international standards and donor requirements (e.g., DFAT GEDSI framework)
  • Knowledge of climate resilience, water security (WASH), and disaster risk reduction (DRR) programming
  • Familiarity with Timor-Leste social, cultural, and governance context
  • Understanding of barriers faced by people with disabilities and gender inequality issues
  • Experience in community engagement and participatory approaches
  • Ability to analyse and interpret gender- and disability-disaggregated data
