Project Background

Viet Nam is one of the most vulnerable countries to climate change. The Government of Viet Nam

(GoV) has launched significant efforts to respond to climate change, including the promulgation of the National Strategy and Action Plan to Respond to Climate Change, Green Growth Strategy and implementation plans, and legal frameworks and policies relating to disaster risk management. Viet Nam is the first country to commit to either an unconditional 8% cut in greenhouse gas emissions or a 25% cut in greenhouse gas emissions with international support.

In coordination with the Ministry of Agriculture and Rural Development (MARD), the Ministry of

Construction (MoC), the Ministry of Planning and Investment (MPI), and seven project provinces (Nam Ð?nh, Thanh Hóa, Th?a Thiên Hu?, Qu?ng Ngãi, Qu?ng Bình, Qu?ng Nam, and Cà Mau), UNDP is implementing the Green Climate Fund (GCF)-funded project “Improving the resilience of vulnerable coastal communities to climate change related impacts in Viet Nam” from 2017 – 2022.

The goal of the project is to increase resilience of vulnerable coastal communities to the effects of climate change in Viet Nam. The specific objectives of the project are as follows:

  1. Component 1: Storm- and flood-resilient design features added to 4,000 new houses on safe sites, benefiting 20,000 poor and highly disaster-exposed people in 100 communes;
  2. Component 2: Regeneration of 4,000 hectares of coastal mangrove storm surge buffer zones using successful evidence-based approaches;
  3. Component 3: Increased access to enhanced climate, damage, and loss data for private and public sector application in all 28 coastal provinces of Viet Nam.

In this context, UNDP is looking to recruit 01 National Intern to support the project. The major focus of this assignment will be related to Component 3 of the project, which is made up of the following activities:

  • Activity 3.1 – Update disaster database and establish risk data repository, with mechanisms established for sharing/disseminating information.
  • Activity 3.2 – Policy support for planning/line ministry staff at the national and sub-national levels to apply disaster/loss information to inform climate-resilient planning.
  • Activity 3.3 – Analysis of risk transfer mechanisms for insurance, including for cases of largescale coastal climate-related disaster (loss of more than 3% GDP).

Duties and Responsibilities

Objectives

Overall, the National Intern is expected to support the GCF project team with the successful implementation of the abovementioned project through effective administrative and communication support to UNDP, particularly as relating to Component 3.

In return, UNDP will provide the intern with hands-on involvement in development work, exposure to the working environment of a multilateral organization, and a better understanding of UNDP Viet Nam’s goals and activities.

Scope of Work

The National Intern will be working in close coordination with UNDP/project staff, including but not limited to the UNDP Programme Officer, Senior Technical Advisor, and local and international consultants.

Tasks may include, but are not limited to:

  1. Support to conduct research on various issues of international development cooperation, such as the Sustainable Development Goals, Viet Nam’s development experiences, environment & climate risk issues, and natural disaster risk reduction areas, as well as local governance;
  2. Providing support in organizating meetings and events including conferences, workshops, webinars, and study visits, including drafting of the concept notes, coordination with coorganizers, support on the logistical & travel arrangements, and substantive preparations along with note and photo-taking and technical support including at webinars (especially during COVID-19, since some of these meetings may be online);

a. Specifically, providing support to the organization of national workshop(s) and/or forum(s) in collaboration with project partners, e.g. for integrating disaster risk reduction/climate change adaptation into socioeconomic planning; involving the insurance business in climate change adaptation; and/or collecting disaster and loss data;

  1. Translating publications, papers, web content, and other materials from English to Vietnamese and vice-versa;
  2. Supporting administrative and communications tasks as necessary in day-to-day office operations;
  3. Supporting the coordination of the GCF project’s various consultant teams, following up on activities;
  4. Liaising with partners on various aspects of programme implementation;
  5. Supporting communications and advocacy infrastructure (website, social media channels, media presence, public outreach) to ensure effective advocacy on the main areas of work of the project as relate to community-based disaster risk reduction and related topics; and
  6. Supporting any other relevant project activities, as requested by the supervising Programme Officer and Senior Technical Advisor.

Required Skills and Experience

The candidate is expected to meet the following minimum requirements:

  • Bachelor’s degree or higher in international development, disaster risk management, environment and natural resources, climate change, or related field.
  • A minimum of 01 year of experience in project management. Previous experience with UN agencies is an asset.
  • Good knowledge and understanding of climate change, environmental protection, and related topics; relevant knowledge and/or experience in Viet Nam or the ASEAN region is an asset.
  • Demonstrable track record of experience volunteering or working with NGOs/CSOs.
  • Strong computer literacy and proficiency in basic Office applications (Word, PowerPoint, Excel, Outlook, etc.) is required; proficiency in design software is an asset.
